The California State University System
The individual California State Colleges were brought together as a system by the Donahoe Higher Education Act of 1960. In 1972 the system became the California State University and Colleges, and in 1982 the system became the California State University. Today the campuses of the CSU include comprehensive and polytechnic universities and, since July 1995, the California Maritime Academy, a specialized campus.
The oldest campus–San José State University–was founded in 1857 and became the first institution of public higher education in California. California State University, Chico, the second oldest campus, was founded in 1887. The newest–CSU, Channel Islands–opened in fall of 2002, with freshmen arriving in fall 2003.
Responsibility for the California State University is vested in the Board of Trustees, whose members are appointed by the Governor. The Trustees appoint the Chancellor, who is the chief executive officer of the system, and the Presidents, who are the chief executive officers of the respective campuses.
The Trustees, the Chancellor, and the Presidents develop systemwide policy, with implementation at the campus level taking place through broadly based consultative procedures. The Academic Senate of the California State University, made up of elected representatives of the faculty from each campus, recommends academic policy to the Board of Trustees through the Chancellor.
Academic excellence has been achieved by the California State University through a distinguished faculty whose primary responsibility is superior teaching. While each campus in the system has its own unique geographic and curricular character, all campuses, as multipurpose institutions, offer undergraduate and graduate instruction for professional and occupational goals as well as broad liberal education. All the campuses require for graduation a basic program of "General Education Requirements" regardless of the type of bachelor’s degree or major field selected by the student.
The CSU offers more than 1,800 bachelor’s and master’s degree programs in some 240 subject areas. Many of these programs are offered so that students can complete all upper division and graduate requirements by part-time, late afternoon and evening study. In addition, a variety of teaching and school service credential programs are available. A limited number of doctoral degrees are offered jointly with the University of California and with private institutions in California.
Enrollments in fall 2005 totaled 405,000 students, who were taught by some 22,000 faculty. The system awards about half of the bachelor’s degrees and a third of the master’s degrees granted in California. Nearly 2 million persons have been graduated from CSU campuses since 1960.

University Advisory Board
The University Advisory Board was established in 1949 by legislation which authorized an advisory board to "encourage more two-way communication between each institution and its constituency." The University Advisory Board acts in an advisory capacity in the development of programs of the institution, interpreting the needs of the community to the institution, and the institution’s needs to the community, as well as to legislators and other groups. It is composed of distinguished citizens from throughout the state of California.

The Faculty
The Constitution of the Faculty of CSU, Chico provides that the faculty shall consist of the following: professors, associate professors, assistant professors, instructors, lecturers, and coaches. In addition, it includes the president, professional librarians, and student services professionals (academic related).
The constitution further provides that "It shall be the duty and responsibility of the Faculty to formulate, recommend, review, and revise all academic, personnel, and professional policies, including fiscal policies related thereto, broadly and liberally defined." These and other duties and responsibilities are delegated by the faculty to the Academic Senate.

The Academic Senate
The Academic Senate consists of thirty-four elected and ten ex-officio faculty members. It exercises those legislative and advisory powers that rest with the faculty. Members, except ex-officio members, are elected as follows: seven members elected at large (two are systemwide senators); twenty-seven members distributed among the colleges (including Information Resources). Regular elections are held in April or May, as the Executive Committee shall set.

Staff Council
The Staff Council is an organization that allows staff to discuss matters of concern and interest not addressed through collective bargaining. Guests are invited to monthly meetings to inform staff about issues in the University. The council consists of thirty-six elected and three ex-officio members. A slate of officers is elected from within the constituency.
The primary role of Staff Council is to promote positive communication between University staff and the administration, faculty, students, and community. The council also implements programs and projects that are designed to benefit the staff and University. To fulfill this role, the council is involved in special projects including staff scholarships, staff development, on-campus blood drives, the University's Needy Children Program, and the Staff Spring Awards Luncheon.

The Alumni Association
Founded in 1892, the Alumni Association is an organization of graduates and former students of the University which provides a link between the campus and its alumni. It keeps alumni informed of current developments in the classroom, in continuing education, and of local and national trends in higher education. The Association also provides updates on fellow alumni and former classmates and supports University programs and activities in a variety of ways. These include scholarships, special funding for University projects, and a student emergency loan fund. Alumni volunteers are ready to give their time to the University as needed. The Association also carries on a planned program of alumni chapter meetings throughout the state.

Auxiliary Organizations
The authority for CSU auxiliary organizations and their purposes are derived from the Education Code (Education Code, Section 89900, California Code of Regulations, and in Title 5, Sections 42401-2, 42500). The sole purpose of CSU auxiliaries is to serve the University. As appropriate, auxiliaries must also be responsive to their state and federal corporate nonprofit status. Existing CSU, Chico auxiliaries are the Research Foundation, University Foundation, and Associated Students.
It is CSU, Chico policy that campus auxiliaries exist to support the University's mission and the strategic plan, which implements that mission as determined by the president of the University. Specific obligations of campus auxiliaries are to provide University-approved services and financial support for the mission and strategic plan of the University. (EM 98-26)
The Associated Students
The Associated Students is an independent student non-profit corporation owned and controlled by the students under the leadership of an elected board of directors.
In addition to being the student government of the campus, the Associated Students operates the campus bookstore and food services. Although student government operates somewhat independently, it is expected to establish channels for student participation in the governance of the University. The Associated Students provides services, facilities, and amenities not available from state funds and implements a broad spectrum of educational, social, and cultural programs to enrich campus life. The Research Foundation
The CSU, Chico Research Foundation, a non-profit corporation, exists to manage a variety of externally funded projects which directly and indirectly support the University's mission and strategic plan. The Foundation serves as the recipient of all grants and contracts awarded to the University. In fiscal year 1999/2000, the University received over 400 projects with awards totaling nearly $30 million. The Research Foundation also provides a vehicle for the University to engage in entrepreneurial and other projects that provide funds, equipment, and other support not otherwise available through the state.
The University Foundation
The University Foundation, California State University, Chico, was organized and incorporated as a non-profit California corporation in 1940 to support activities for the University that otherwise could not be provided through state-supported funds. In 1997 the University Foundation's function became solely philanthropic and as such administers bequests, charitable trusts, special gifts, gift annuities, scholarship, endowments, and donor-advised funds. The University Foundation Administers the University gift endowment program.
