Prior to being recommended for the BCLAD emphasis, students in the professional preparation program must demonstrate proficiency in Spanish and English, and knowledge of Latino culture.  Bilingual students in languages other than Spanish are encouraged to participate in the BCLAD program.  They are recommended for the ESP42 premaliary credential and have the option of adding the BCLAD emphasis in their respective language through state testing.

The program promotes strategies to foster language development, enhance crosscultural understanding, and address the educational needs of special education students.  University based seminars provide students with exposure to bilingual and English  Language Development  (ELD) program models, legal mandates, instructional practices, and other issues vital in establishing the foundation for later professional leadership.

Students participate in bilingual/crosscultural classrooms and in classrooms which provide ELD and Specially Designed Academic Instruction in English (SDAIE) for ELs.  These opportunities for both observation and instruction prepare candidates for the realities of effective service delivery for ELs.
