Through the CSUC Center for Nutrition & Activity Promotion’s CalFresh Outreach program, CalFresh outreach and application assistance is provided in over 17 northern California counties.
CalFresh is California’s name for the federal Supplemental Nutrition Assistance Program. California currently has one of the lowest SNAP participation rates in the nation---just over half of eligible Californians access these benefits. Nationally, approximately 34% of eligible seniors participated in SNAP in 2006, whereas only 10% of eligible seniors participated in CalFresh. CalFresh helps low-income people purchase the food they need for good health and nutrition.

The program is funded by the United States Department of Agriculture, also known as the USDA, and is administered through the California Department of Social Services (CDSS). CDSS contracts with community-based organizations to provide CalFresh outreach and application assistance services. USDA funding covers less than one-half of total programs costs. The remainder of funding is contributed by CNAP’s local partners through donations and other unrestricted, non-federal funding sources.
The dedicated work of our local agencies ensures Californians have enough to eat. From October 2012 through September 2013, participating CNAP agencies helped over 25,286 households find out if they were eligible for CalFresh benefits. Of these households, 2,108 worked with CNAP to submit applications, of which an estimated new 1,269 households and 2,919 participants were approved. This work benefitted the wider community through an estimated $5.2 million additional annual CalFresh benefits resulting in approximately $9.3 million increased economic activity.
