Student and Exchange Visitor Information System

International students attending CSU, Chico are reported on and regularly updated in the Student and Exchange Visitor Information System (SEVIS), which is part of U.S. Immigration and Customs Enforcement (ICE). 

SEVIS is designed to improve data collection and reporting, to facilitate compliance and regulations, and to help organizations monitor students and exchange programs. The data entry process had previously been done manually by Office of International Education (OIED) staff. They would collect the required documentation, review student data in PeopleSoft, and then enter information into SEVIS — a laborious task considering there are over 800 international students here at Chico State.                                

The PeopleSoft SEVIS process was implemented this past year to eliminate much of the manual entry. Any significant changes or pertinent academic career actions taken by international students with an F1 or F2 visa are now automatically transmitted to the U.S. Immigration & Naturalization Service (INS). F1 visa holders are students enrolled in an academic or language training course, and F2 visa holders are their dependents.

This new automated process also enables timely reporting to ICE, and it notifies students of possible issues – before visa violations occur. SEVIS automatically generates an event when a new record or changes to an existing record occurs. These events are batched and electronically sent to the SEVIS/ICE database.

Frank Li, director of International Education, and Barbara Fortin, associate vice president for Enrollment Management Services, strongly supported the implementation of SEVIS here at Chico State.  

Paula Brackett, in the Office of the Registrar, shepherded the process. Brackett worked closely with staff in International Education—James Luyirika-Sewagudde, Jr., Maria Olson, Roseanne Kenoyer, and Cindy McKay—on the new steps and required processes. Luyirika-Sewagudde, Jr. is Chico State’s principal designated school official for reporting international students.
