Student Financial Services disburses the following loan types:
- Federal Direct Subsidized Stafford/Ford Loans
- Federal Direct Unsubsidized Stafford/Ford Loans
- Parent Loans for Undergraduate Students (PLUS)
- Federal Perkins Loans
- Short Term Loans
William D. Ford Federal Direct/Stafford Loans
The U. S. Department of Education provides information on both applying for and repaying federal student loans at their Student Financial Assistance Web site. Here you will find information on the Willliam D Ford Federal Direct Loan Program, the Federal Family Educational Loan Program (FFELP), and the Parent Loans for Undergraduate Students (PLUS) program.
For information specific to Direct Loans contact the U.S. Department of Education at Direct Loans Servicing Online. The site allows you to access to the on-line exit interview, your personal loan information, as well as electronic payment options and deferment forms. Your FAFSA pin number is required to view your account information and to take full advantage of the services offered on the site. If you do not have or no longer know your pin number, you may apply for a new one at www.pin.ed.gov. For information on consolidation of educational loans visit their Direct Consolidation Loan Web site.
Federal Perkins Loans
Federal Perkins Loans are campus based federal loans. Federal funds are
awarded to the campus to loan and collect back. CSU, Chico has contracts
with Educational Computer Systems, Inc. (ECSI) to service Perkins Loans for
the campus.
The Perkins Loan Program is totally separate from the Wm. D.
Ford Direct Loan Program. Perkins Loans are not billed or maintained by the
U.S. Department of Education.
CSU, Chico uses an electronic
master promissory and entrance interview which are accessed via the ECSI
website. Students may sign the e-master
promissory note electronically using their USDE Pin. On-line entrance counseling and borrower information are included in the
process. Once the promissory note is completed, an ECSI PIN is provided to
access Perkins Loan account on-line. Borrowers then change their PIN to a
password. Borrowers may then view their promissory note, see advances and
access their loan history on-line.
Here is a brief overview of the Perkins Loan provisions.
- Fixed simple annual interest rate of 5%.
- A nine month grace period before interest begins to accrue or payment
is due.
- Deferments available for enrollment, economic hardship and for certain
internships.
- Cancellation of a percentage of principal borrowed for full time employment
in certain occupations under specific conditions including but not limited
to:
- Teaching in Low Income Schools
- Teaching Handicapped
- Teaching Math, Sciences, Bilingual or Foreign Languages
- Nursing/Health Professional
- Sworn Law Enforcement Officer
- Social Worker for at risk low income children and families
- Headstart Professional

Collection Representatives in Student Financial Services are available to assist Perkins
borrowers in managing their Perkins Loan. Perkins recipients are required
to contact the Collection Representatives to complete Perkins Loan exit counseling when
leaving CSU, Chico or dropping to less than half-time enrollment.
Federal Student Assistance Student Loan Ombudsman
Students with Direct Loans, FFELP Stafford Loans or Perkins Loans who are
having difficulties resolving problems with their lenders may contact the
Ombudsman for help.

generally no larger than $500. The loan period can be one (1) to ninety
