Filipino American Student Organization
California State University, Chico
Article I: Name
The name of this organization shall be the Filipino-American Student Organization, hereinafter referred to as FASO. This club shall also be known with its sub-name Mabuhay Association.
Article II: Purpose
The primary purpose of FASO is to establish an organization in which Filipino-Americans can affiliate with one another and educate others about Filipino culture, thus having a role in community involvement.
Article III: Membership
- A. Any person interested in the purpose of this organization shall be eligible for membership
1. Voting privileges shall be granted only to currently enrolled CSUC students.
2. All members shall pay $5.00 dues per semester, which will go into the general funds account.
3. All other persons who do not meet specified requirements, shall be considered associate members. They may attend all meetings, participate in discussions and make motions.
B. Responsibilities of all members shall include the following:
1. Participate in at least one fund-raiser each semester.
2. Adherence to organizational policies and practices.
3. It is required that each member attend all general meetings and remain until adjourned. Excusable reasons for non-attendance are class, work, or illness. A non-excused absence must be in written form to be reviewed by executive council (could be grounds for discipline).
C. If a member breaks the Student Organizational Policies or University Policies, his/her membership shall be terminated.
Article IV: Officers and Committees
- A. Elections and Removal of Officers
1. Officers shall be selected by a simple majority vote of the total voting membership. Election shall be held within the month of April. Officers shall serve for one calendar year (which starts Fall semester).
2. Officers may be removed for cause by a 2/3-majority vote of the total voting membership.
3. Replacement of any officer will be conducted by special election.
B. Criteria for Officers.
1. Must be in good academic standing with the University (i.e., no academic probation).
2. Must have been a full member for at least one semester.
3. Must be a currently enrolled CSUC student.
4. Officers must be able to attend all meetings and perform all duties. Failure to adhere to may be cause for removal.
C. Duties and Responsibilities: There shall be six officers who comprise the executive committee of the organization.
1. President shall preside at all meetings of the organization, shall represent FASO when ever necessary, and shall convene the Executive Committee at least twice a month. He/She shall also have the authority to oversee any special activities in cooperation with the Public Relations person. He/she shall oversee all committees. He/She will keep a record of all inventories and maintain physical custody.
2. Vice President shall assume the duties of President in his/her absence. S/He shall serve as a member of all Adhoc committees. He/She shall also have the authority to oversee any special activities in cooperation with the Public Relations person.
3. Secretary shall keep minutes of all regular and Executive meetings, shall be responsible for general clerical duties, and all communication within organization.
4. Treasurer shall collect dues and expend funds at the direction of officers and/or membership. Treasurer shall maintain required bookkeeping. Treasurer shall also be part of any Fund-raiser Committee.
5. Public Relations Officer shall handle publicity (i.e. flyers, announcements, etc.) and invite and organize prospective speakers. Additional duties may be delegated as needed. P.R. person shall work with all committees.
6. Historian shall be in charge of documenting events and activities. S/He will also be custodian of any documents, photo albums, etc. S/He shall assist in any educational committees.
D. Adhoc committees will be established as needed by a simple majority vote. Each committee chairperson shall be elected by a simple majority vote of the members. All Adhoc committees must submit an itemized budget proposal to executive body one week prior to request of funds.
E. Webmaster Standing Committee shall maintain/update website. This committee shall work closely with the Executive Body.
Article V: Meetings
- A. Meetings shall be held every other week as many as required shall be held each month while school is in session.
B. Executive Committee meetings shall be held at least one week prior to the general meetings to formulate agendas, discuss issues, develop proposals, etc.
C. Appointed committee meetings shall meet as needed and report all activities to the next general meeting of FASO.
D. Special meetings may be called at the request of a simple majority vote of officers.
Article VI: Decision Making Process
- The general process for decision making shall be by simple majority of those voting members present at a regularly scheduled meeting. This decision process includes the following areas:
1. Expenditure of funds.
2. Use of organizational owned equipment.
3. Approving of upcoming events.<
Article VII: Advisor
- A faculty/staff advisor, as specified by the University, shall be selected and removed by a simple majority of the voting membership; length of term for advisor(s) is subject to change. New advisor(s) will be selected as needed.
Article VIII: Amendment Process
- This constitution may be amended by a 2/3 vote of the total voting membership.
Article IX: Disbursal of Assets
- If the organization ceases to exist, for whatever reason, the Executive Committee will disperse all assets to a similar club or a community organization. If no officers are available, the faculty advisor and the Associated Student’s Director of Programs and organizations shall make the disbursal.
Article X: Bylaws
- Bylaws may be enacted as necessary.
A. Bylaws may be initiated by any regular voting member.
B. Bylaws must be passed by a 3/4 vote of the voting quorum.
