The Sutter Hall project site is located in the northern-central area of campus, immediately adjacent to Legion Avenue. It is former site of the Residence Hall Activity Center, as well as paved bicycle and ADA parking. The bicycle and ADA parking will be relocated.
The project consists of two buildings: one is a student housing and dining facility and the other is a program building, for a combined area of 111,220 square feet. The main portion of the project is a five-story building with a basement. The dining facility, which will serve all on-campus student residents, is located on the first floor and will replace the food service in Whitney Hall. The residence portion will house 228 total people, including 220 students, 6 resident advisors, and 2 staff members. The program building is two stories and will consist of offices, recreation space, and other program space for on-campus student residents. The buildings will be constructed to LEED Silver.

In keeping with the the CSU, Chico Master Plan and Environmental Impact Report (EIR), as well as in accordance with the California Environmental Quality Act (CEQA) the Sutter project has conducted an Initial Study and Mitigated Negative Declaration.
