What Goes Into a Cost Estimate?
Facilities Management and Services uses the Project Estimate and Work
Authorization Form, commonly referred to as the PEWAF, as a tool to both
provide an estimated cost of a project, and to encumber or hold funds
to complete the project. Items included in a cost estimate:

Labor Rates
|
Labor Rates: Salaries for our employees are set on a
statewide basis using union labor rates from metropolitan areas. In
addition we include an overhead factor, which has been developed by
an audit firm. Facilities Management is required by Trustees' policy
to be reimbursed for costs from any project not meeting the definition
of maintenance. Material Costs: We are required by applicable building
and fire codes to use certain materials when performing installations
or remodel projects in University facilities. We attempt to obtain
materials at the lowest cost through the University's Procurement
Department, but we are prohibited from reducing quality which would
not comply with the applicable construction codes. |

Code Compliance
|
We are required to comply with all applicable construction,
seismic, health and safety codes, and accessibility requirements when
we perform any work on the University campus. The cost of code compliance
is traditionally higher than having someone do the work without regard
for applicable codes. However, if you do have someone other than Facilities
Management perform work on campus which violates any applicable construction
or health and safety codes, you will be required to fund the cost
to bring the work up to code compliance standards. |

Fees
|
The California State University Architectural Fee Table
is the schedule of approved costs developed by the Chancellor's Office
for developing Architectural agreements. |

Traditional Contracting
|
Traditional bid will require advertisement, bid walks
and bid opening. This process will take approximately 217 days from
the time plans and specs are completed to the construction start date.
Construction dates will vary with project size. |

Delivery Order Contracting
|
Delivery Order Contracting (DOC) is recommended for
some projects. This contracting method will take approximately 155
days from the time plans and specs are completed to the construction
start date. Construction dates will vary with project size. |
