FACULTY AND STUDENT POLICIES COMMITTEE MINUTES
April 14, 2011

1. Minutes of March 24, 2011 meeting were corrected.
2. The day’s Agenda was approved with the addition of a discussion item on emeritus faculty added by Huntsinger.
3. Proposal to revise FPPP 8, sections 8.1.a.2 (probationary and tenured faculty) and 8.2.d.5 (temporary faculty), classroom visitations. (Action, CFA)
Kotar distributed a version of the proposal revised to reflect the item that had been accepted at Introduction at the previous meeting. The proposal accepted at Introduction had these changes (1) “e-mails are acceptable” and (2) “to arrange a mutually agreeable day, time, and class to be visited, as well as any other issues needing clarification before or after the visit.”
Discussion ensued. Allen was asked whether the “emails” phrase should be retained. She replied that it was not needed. Postma voiced continuing Siegall moved (Mills second) to replace arrange with “regarding.” The motion passed.
Postma asked whether by striking the phrase, “as well as any other issues needing clarification before or after the visit,” the policy was reducing or eliminating collegial consultation about an observed lesson that might be helpful to the member being evaluated as well as provide clarity in the observation report. Siegall moved (Postma second) to remove the entire final phrase starting with the term “regarding.” Motion passed.
Mills questioned the differences in 8.1.a.2 for tenured and tenure track visitation and 8.2.d.5 for visitation of temporary faculty. Mills moved (Fairbanks second) to copy the final sentence of 8.2.d.5 to 8.1.a.2. Motion passed. Mills moved (Siegall second) to insert “written” before notice in 8.2.d.5 to match the construction of 8.1.a.2.
Siegall moved (Mills second) to approve the revised entire proposal for changes to 8.1.a.2 and 8.2.d.5. Motion passed.
4.. Discussion – proposed amendment to the Constitution of the Faculty of CSU, Chico. (Huntsinger)
Huntsinger distributed a revised amendment to Article III of the Faculty Constitution. The proposal is to add to Article III. Members . . . “and emeritus professors as reasonable and appropriate.” As a general summary of the discussion, several faculty members on FASPC commented on the difficult issues that are raised should by emeritus faculty be recognized as members of the faculty in a document intended to set out rights and responsibilities for employed faculty members of the university. These included evaluation, liability, and even the intent of the Board of Trustees in making the emeritus distinction available to be awarded by presidents.
Siegall moved that the meeting be adjourned. Motion passed.
