- The Minutes from the October 13, 2008 FASPC meeting were approved as submitted (unanimous vote).
- The Agenda was approved as distributed (no vote).
- Announcements: Plans to set up a joint committee to work on the CLA resolution were abandoned. Instead, the Senate Chair asked a small group to work on a proposal. There appear to be few items of business for a FASPC meeting in December, so next meeting will be first Thursday of February.
- Nepotism Policy – Proposed Changes to EM 2005-16 – Action Item:

- Kotar: Move to replace 10/17/08 version (introduced at last meeting) with 11/13/08 version (distributed by e-mail) (S/Corral, unanimous approval by a vote done later in the meeting)
- Yudell: Remove “1”, which referred to old footnote.
- Houston: Raised the question of whether our group should be deciding procedures rather than only focusing on policy. Decision was to remove the term
“procedures” in the document. - Yudell: Asked about item D. Kotar stated that discussion with Jim Postma indicated that this was an important component because it allows a close relative to make general decisions, but not decisions specific to the close relative. Yudell and some others disagreed with this being the policy, and questioned whether any general decisions can really be made with no affect on the close relative.
- Discussion on Supervision of Close Relative: Nix-Baker stated that technically you cannot currently be the supervisor of a close relative (which applies to a Chair position, unless the faculty member reports to someone else). Matray stated that is a bad policy to allow any supervision.
- Haselton: Questioned the removal of what was item #1 on page 3 (specifically the prohibition of scheduling the work assignments of the close family member).
- Haselton: Questioned why we can not just generally prohibit someone from supervising a close family member, rather than creating many specific rules. Yudell responded that this would violate the first paragraph of HR 2004-18.
- Matray: Again questioned proposed item D, and stated that this varies from the other items, and actually adds policy to the document.
- Move to delete item D (M/Houston, S/Whittlock, unanimous).
- Yudell: Questioned how the removal of item D would increase the number of situations in which special written provisions would be required from HR. This was discussed.
- Houston: Questioned if we could add a modified version of item D in some way.
- Nix-Baker/Matray: If FASPC decided to remove item #1 from page 3 of EM 2005-16, the meeting minutes should clearly document that this does not mean that these aspects should not be considered in potential nepotism situations. The only rationale for removing this item would be if the committee feels that it is redundant with HR 2004-18, which already fully covers these items (under the comments of “...employment status or interest of an immediate family member...”).
- Houston: Move to put the last sentence of item #1 back into the policy (M/Houston, S/Steiner). Nix-Baker supports the motion. Matray opposes the motion, since it adds to the policy. Vote to add (all approved, except Matray opposed).
- Vote on the modified version being send to Senate (M/Whittlock, S/Beterbide, all approved, except Matray opposed).

5. Proposed Changes to FPPP Sections 6 and 8 – Introductory Item: Not discussed because Marc Siegal was not present.
6. Report from the Subcommittees:

- CBA/FPPP Consistency
- Corral: Discussed the proposed changes (distributed previously by e-mail).
- Sabbatical leave requirements: Decision is to put some of the CBA language directly into the FPPP (Nix-Baker).
- Textboook
- Steiner: Committee met and their discussion revolves around making a way to encourage faculty to place textbook orders on time, rather than trying to create another policy that will not have an affect on faculty behavior.
- Committee also looked at possibility of bookstore providing quantitative information to faculty regarding costs of textbook options.
- CBA/FPPP Consistency

7. Other: Houston: Students are trying to coordinate a petition to create a procedure for allowing students to write with chalk on the ground on campus. Currently, this is prohibited. Houston was directed to AS to ask about this.
