EPPC Minutes
April 10, 2008

1.         Approve Minutes of March 28, 2008
Minutes of March 28, 2008, were approved as presented.

2.         Approve April 10, 2008 Agenda.
Trechter and Challinger noted that item #22 on the proposed agenda should read “Significant Changes to B.S. in Nutrition and Food Sciences (Option in General Dietetics).”  Trechter also proposed moving item #24 (Significant Change to B.A. in Social Work) to #8 on the agenda and renumbering accordingly.  Agenda approved.

3.         Announcements
Loker referred members to a recent e-mail regarding a G.E. Sustainability path and asked that they look over it and provide him feedback.  Trechter announced that (1) GEAC has decided that “Ethnic” and “Non-Western” courses will now be designated “U.S. Diversity” and “Global Cultures,” respectively; (2) that the wording of the question regarding resources on course proposal forms is Chancellor’s Office language and cannot be changed, but that additional language – such as “How will you fund this?” – can be included; and (3) EPPC will meet in Kendall Hall next time.  The Committee briefly discussed Daley’s concerns about a new requirement that students have laptop computers and agreed this is a matter for FASP.

4.         New Minor in Project Management—Action Item
After brief discussion of some slight editorial changes, the committee approved this item unanimously.

5.         New Pattern in Project Management—Action Item
Berry moved, Daley seconded, to eliminate the following two sentences from the description of MGMT 389E and MGMT 389F on pp. 4 and 5 of the proposal:  “For programs offered by the Department of Management, this course may be applied only once for 3 units.  Students may take this course more than once for a maximum of 15.0 units.”  Motion passed unanimously.  New Pattern in Project Management, as amended, then passed unanimously.

6.         Name Change: Minor in Management of Human Resources to Minor in ManagementAction Item

The Name changes passed unanimously.  Trechter thanked Jeff Trailer for his clear proposals.

7.         Change: EM 99-03 Writing Proficiency Course Criteria—Action Item
            In the absence of Mark Hall (Chair, University Writing Committee), Tinkler briefly explained the proposed language change, which a subcommittee of Lillibridge, Ford, and Tinkler had designed. 
Passed unanimously.

8.         Significant change to BA in Social Work (unit increase)—Introduction Item (Ornelas)
            Daley moved, Selvester seconded.  Social Work is seeking permission to raise the number of units in the major to 62 because one hour has been added to each of two required courses, BIOL 004 (Human Physiology) and SWRK 330.  Noting the absence of a course description for SWRK 330, the Committee requested one be provided before this is considered as an Action Item. 
Passed unanimously.

9.         Deletions: -Computer Graphics Option within BS in Computer Science—Introduction

            Edelman moved, Daley seconded.  Passed unanimously.

10.        Significant changes to the BS in Computer Science—Introduction Item
            Berry moved, Ford seconded.  Fayek explained the rationale.  Discussion then centered on the necessity for a new course, CSCI 150, when a similar course, Math 317, exists.  Fayek suggested CSCI 150 will be significantly different from Math 317 and will be geared toward freshmen.  A guest, Kiser (Math Department), suggested that Math 317 can be altered to accommodate needs of CSCI students.  Other points raised included: (1) whether Math 317 could be made a lower-level (100- or 200-level) course, (2) whether the colleges involved have consulted sufficiently with each other; and (3) whether postponing this matter would prevent changes from making it into the next version of the catalogue.  Ford moved to postpone this matter until April 24, Crotts seconded.  The motion passed, with 2 opposed and 2 abstentions.     
           
11.        Significant changes to the BS in Computer Information Systems—Introduction Item
            Loker moved, Daley seconded.  Stating that issues similar to those involved with item # 9 were present in item # 10, Loker moved to postpone this matter until April 24, and Edelmann seconded.  The motion passed unanimously.

12.        New Minor in Information Technology—Introduction Item
            Berry moved, Gatton seconded.  Challinger explained that this minor would permit a student in any discipline to enhance his or her information technology skills.  In response to questions from Ryder-Fox, she stated that (1) this minor will involve more technical content than is required by a current College of Business certificate program, and (2) there are no prerequisites other than courses in minor.  A guest, Ward (Engineering), stated that there are enough computer lab spaces to accommodate students in this minor.  It was also noted that the prerequisite for 323 has been removed.  Challinger stated that she will consider deleting three GE courses (CSCI 301, 313H, and 380) from the minor.
                        Passed unanimously.

13.        Significant changes to Environmental Science BS core—Introduction Item
            Selvester moved, Collins seconded.  Johnston explained that four 2-unit courses (one for each semester of a student’s first two years) are proposed; these would replace some courses in the major.  Questions concerned reasons for moving math courses from the core to the options, whether or not laboratory time would be reduced under the new rules (Johnston said it would not be), and whether GEOG had been consulted about potential overlap with its courses. 

14.        Significant changes Applied Ecology Option—Introduction Item –Berry moved, Collins seconded.  Houpis discussed crossovers and similarities. Concerns raised about sustainability of low enrolled courses. Library resources deemed to be sufficient as option has been in existence for several years. GEOS 315 as new resource (new course) was raised and the recommendation made to add this to the proposal. Item passed with one abstention.

15.        Significant changes Atmospheric Science Option—Introduction Item – Collins moved, Selvester seconded. GEOS 315 as new resource (new course) was raised and the recommendation made to add this to the proposal. Item passed with one abstention.

16.        Significant changes Earth Resource Science Option—Introduction Item – Collins moved, Selvester secondedGEOS 315 as new resource (new course) was raised and the recommendation made to add this to the proposal. Item passed with one abstention.

17.        Significant changes Environmental Chemistry Option—Introduction Item –Selvester moved, Crotts seconded. Same concern about GEOS 315 as a new resource as was raised in items 14 & 15. Passed with one abstention.

18.        Significant changes Hydrologic Science Option—Introduction Item – Berry moved, Edelmann secondedGEOS 415 removed as a prerequisite. There was a recommendation to state the prerequisite. Item passed with one abstention.

19.        Academic Reorganization: New Department of Science Education in NS—Introduction Item (Kagan) -  Brady moved, Lillibridge seconded. Introduction by Dave Kagan. Sudduth:  There is a collection of communication support to NS for this development. However, there were also concerns. There were some language suggestions. References were made to teacher preparation vs subject matter preparation. Ongoing question with the title would be addressed, problem with education word in title of Dept. Response that this is current in discipline connected to subject matter preparation.  Budget questions- fiscal impact of department. Response only additional upgraded position of ASA to ASC. No new workload, all current courses already taught. Page 5 financial standard allocations for college. One grant for million dollars already procured. Grants/contracts standard for funding for science education. Questions about where students go to be teachers. NSCI not associated with department, courses available in the online catalog. Overlap of resources sci/ed unit and department, recommendation to clarify this for the proposal. Question about why this couldn’t be an academic unit or centers of excellence. Brief explanation followed explanation that will be added to the proposal. Support from education Debbie Summers. Support across colleges to teach teachers. Confusion that students will go to dept of science ed for degree but there is no degree, need to go to education to get teaching credential. Only degree is the graduate degree. Suggestion that this is clearer. How many students area anticipated was asked. Item passed unanimously.

20.        New BA in Legal Studies—Introduction Item  – Daley moved, Tinkler seconded. Similar to option already being taught since 1995. Interdisciplinary. Budget concerns, answered that no new funds would be required. 5 options and advising patterns. Number of options raised as a concern. Questions about advising pattern vs option. Option requires resources, MAP etc. Recommended to provide student numbers. Questions about 491F, 491G, moot court, competition added one unit to course. Suggestion mission statement page 6 revise/improve. Clarify difference between options and patterns. Already have MAPs, now options instead of patterns. Tracking options has fiscal ramifications. CPEC. Is there a concern about offering options in legal studies in the CSU system? Contact Bitsy re options in the CSU and UC system. Item passed unanimously.

21.        New BS in Animal Science—Introduction Item  – Berry moved, Tinkler seconded. Elevating existing option to BS, request from stakeholders. Only Animal Science BS north of Fresno, only 4 in the CSU. Paragraph h, no new courses proposed into page 16 under a/b under page 10, to 2 sections (repeat same paragraph). Berry commended this as a model proposal. SLOs p. 7/8 excellent. Add biochemistry, have advising patterns to discuss this for pre-vet school. Left in elective area. 15 units selected from p. 20, add biochemistry. Item passed unanimously.  

22.        New Option in Jazz Studies within the BA in Music—Introduction Item  – Tinkler moved, Daley seconded. Give students more concentrated and theoretical background in jazz studies. P. 9, 2 new course proposals 276 and 376, catalog should be 276 not 176. 276 will be replacing 176, to take care of articulation issues. Resources p. 8 needed for first 5 years, faculty/staff currently adequate. Future faculty needs will depend on growth. List library resources for action item proposal. Item passed unanimously.   

23.        Significant Changes to BS Nutrition and Food Science, option in general dietetics—Introduction Item – reviewing the GPA change only. Edelman moved, Daley seconded. Dietetics accredited program. Graduates 60% of graduates must do internship within first year. Then take an exam to become RD. Will have director of dietetics option. Page 39, 2.5 GPA application process. Applying to the RD option is other change. Chico says 2.0 to graduate, anticipate program will be impacted. Would like to decrease to 20-25 students/year. Asked about application process, ie rules for students. Contact dept office for application process. Catalog needs requirements for entry into the program. Item passed unanimously. 

24.        New Option in Food and Nutrition Communication—Introduction Item  – Daley moved, Berry seconded. Questions about inclusion of word communication in title. Also the implication is that students who can’t get into dietetics do communication, not a positive message. P. 33 CDS 271, CDS 222 not media classes. Focus narrow, writing class and production media class. Intro digital audio 216 a good one CDS. Goal introduction only. Jennifer Meadows meet with Dr. Silliman to determine which media classes would fit the option best. Suggestion to think about a new title. Item passed with one abstention.
