FASP Committee Meeting
Tuesday, April 26, 2005--2:30 PM-- Kendall 207
Present: Brady, Clarke, DeMartini, Dondro, Fernlund, Hermanson, Johnson, Juliano, Kohli, Lewis, Meadows, Nahir, Oling Ottoo, Persons, Postma, Rogers, Ruddell, Tropea, Wyrick

1. Minutes were agreed to.
2. Agenda was approved with the addition of a new #7: Student Grievance Procedures, an action item.

4. Revisions to EM 79-19: University Public Safety Advisory Committee—Action Item.
Postma moved and Dondro seconded. Postma moved and Brady seconded an amendment to change “Associate VP of Student Activities” to “Associate VP of Student Life;” the motion passed. Dondro proposed and Postma seconded a change moving “The Chief of CSU Chico Police Department” to ex officio members and moving “one supervising officer” to the category “appointees of the President”; the motion passed. Persons moved and Wyrick seconded a motion adding “, and the Academic Senate”; the motion passed. Persons moved and Wyrick seconded a sixth bullet: “Serve as a committee to examine and provide recommendations concerning matters of public safety, particularly changes in current policies/ practices or matters that may impact the privacy or civil liberties of members of the academic community”; Meadows recommended striking “Serve as a committee to” in this motion, which was agreed to by the sponsors; the motion passed. Revisions to EM 79-19 passed.
5. Wyrick moved Proposed Revisions to FPPP Sections 10.1 and 12: Updating Policies as an action item; the motion passed.
6. Wyrick moved Proposed Revisions to FPPP Section 12: The Roles of the Department/Unit, the Department/Unit Chair and the College Dean. Tropea proposed the following change: “The recommendation will normally be sustained by the College Dean”; the amendment was defeated. Proposed Revisions to FPPP Section 12 passed as an action item.
- Postma moved Revisions to Student Grievances.
- Postma moved and Dondro seconded an amendment: “Semester in this document refers to…”; the amendment passed.
- Dondro offered and DeMartini seconded an amendment to the motion, removing “excluding summer semester” on p. 6; removing “falsely” on p. 6; changing “a telephone interview” to “electronic appearance on p. 11 #5;
removing “if the information provided is insufficient” on p. 11 #5; changing “Hearing Officer” to “Facilitator” on p. 11 #5; moving “the facilitator may also approve…” to the second sentence on p. 11 #5. On p. 7 J, FASP agreed to cleanup language, changing “with all three” to “with the Chair and Dean”. The Dondro amendment was agreed to.
c. The following amendents were discussed separately, after the committee voted to divide the question:
- Dondro proposed replacing “retaliation” with “rebuttal” on p. 6 #3; Oling Otto moved to divide the question; Postma seconded; the committee agreed; the motion failed.
- Dondro proposed replacing “must” with “should” on p. 7 G, H, and J; Postma moved to divide the question; Wyrick seconded; the committee agreed; the motion failed.
- Postma moved to divide the question on p. 12 F; Oling Ottoo seconded; the committee agreed; Dondro withdrew the motion.
- Dondro proposed changing “participate in the deliberations” to “vote” on p. 17 #7; Wyrick moved to divide the question; Postma seconded; the committee agreed; the motion was agreed to.
d. Tropea moved to delete “tenured” on p. 12 F 1; Wyrick seconded; the motion was defeated.
Revisions to Student Grievances passed as an action item.
8. Resolution in Support of Enrollment Data Use by AS: DeMartini moved and Juliano seconded. Dondro moved a substitute amendment; Postma seconded; the substitute passed. The resolution passed as an introduction item. Dondro moved and Persons seconded a suspension of the rules. Dondro moved and Juliano seconded the resolution as an action item. Wyrick moved the following amendment: following the word “permit” insert “for one year, subject to review of the Senate”; the amendment passed. The resolution passed as an action item.
9. Dondro moved and DeMartini seconded the Resolution in Support of AS Appointments to Campus Committees. The sponsors agreed to change “all” to “most” before “student members of campus-wide committees”. The resolution passed as an action item.
