1. Minutes of April 24, 2008 approved.

2. Today’s agenda approved.

3. Announcements       
Kotar:  the smoking policy is currently under legal review; the advice and consent process has begun with various campus unions.
Nix-Baker:  a number of EM’s may need to be changed because of re-organization of HR.

4. FASP Procedures, Policies, and Guidelines
Moved by Yudell, seconded by Houston.
Unanimously approved with modification (“special projects and” removed from member 8 on p. 29)

5. Election of Vice Chair and Secretary
Jesse Eller was elected Vice Chair.
Curt Haselton was elected Secretary.

6. Report from the Textbook Committee
Textbook committee reconstituted with members:  Sandra Warner, Sue Steiner, Andrew Rappatoni, Zanja Yudell

7. Modification of EM 86-12 Guidelines for Speech and AdvocacyIntroduction Item
Moved by Houston, seconded by Whitlock.
Approved unanimously.
Houston noted that there is no definition of speech in the definitions.  Do we need to define it?
Jones asked why some things are marked out.  Possible answer from Kotar:  to remove procedures from policy. 
Jelks asked if there was an incident that motivated this revision, or is just the age of the document that has led to its revision?  Schurr responded that it was just the latter.
Houston noted that there is no policy here about email communication. 
Matray said that given the lack of Tropea and the age of these revisions (2006), FASP should not vote on this policy.
Matray moved to table and refer the policy to Speech and Advocacy committee.  Seconded by Richardson.  Passed unanimously. 

8. Possible / potential topics for AY 2008-2009 – Discussion Item

  • FPPP 2008-2009: Cross-Reference Table with CBA
  • FPPP: Restoration of Appointment Standards for Lecturer Ranges (from 13.1.4 FPPP 2006-2007)
  • FPPP: Clarity on the concept of integration, collaboration and cooperation in RTP standards
  • Change in name of Professional Achievement Award
  • EM 05-16 Nepotism Policy
  • New EMs on student groups and Greek organizations
  • Post-Promotion Increase potential local procedures

9.         Other
Trailer wants FASP to consider the policy on student evaluations of teaching.  He is particularly concerned about the delay in receiving the data.  Maybe we should consider electronic collection of data.  Also, should we allow the data to be released, at least within the college.  Corral noted that online courses are evaluated online, so there is a way to do it.  Place noted that faculty used to be shown their comparative score.  Houston noted that there is trouble with one of the questions about whether the instructor stuck to the syllabus. 
Nix-Baker noted that language in FPPP and CBA do not agree about sabbaticals, and that may need to appear before FASP.
(Tropea) asked if 13.1.4 FPPP is available. Nix-Baker will send it to Kotar for distribution to FASP.
