1.      Scope of Course:  This course will provide an review of the field of health services administration and preparation for competition in the 2009 Northern California Health Services Administration College Bowl.

We will focus on the major areas of health services administration

1.           Governance and organizational structure

2.           Human resources

3.           Finance

4.           Healthcare technology and information management

5.           Quality and performance improvement

6.           Laws and regulations

7.           Professionalism and ethics

8.           Healthcare

9.           Management/Business

2.      EligibilityTo be eligible for this class you must:

·  Be a health services administration major

·  Have senior status (90 or more units completed)

·  Have completed HCSV 330, 332, 333, 430, 431, 433; MGMT 304

· Have completed of or be currently enrollment in HCSV 435, 530; and either MKTG 305 or MINS 301

·   Have consent of the instructor

· College Bowl rules

Health administration core library:

·   Slee's Health Care Terms, 5th Edition—earlier editions are acceptable

·  Hacker’s Pocket Style Manual, 5th edition—earlier editions are acceptable

4.      Course Format:  Classes will combine discussions, outlining sessions, student presentations, and mock competitions.  A travel team will be selected from the class members to compete 2009 Northern California Health Services Administration College Bowl.

5.      Grading:

 

This class is credit-no credit.  To receive credit you must:

 

·  Attend and participate in sessions

 

·  Prepare an outline and present it to the group

 

· Prepare practice questions

 

·  Participate in mock competitions

 

· If selected for the Travel Team, compete in the 2009 Health Services Administration College Bowl

Substantive Areas of Health Services Administration

Governance and organizational structure

Relevant classes: HCSV 330, 430, 530

This area deals with the development and analysis of the organizational structure and with delineating responsibility, authority, and accountability at all levels of the organization. Functions include the development and implementation of policies and procedures for the governance process.

Human resources

Relevant classes: MGMT 304

This area deals with assessing the need for and the supply of professional and other personnel. Functions include recruitment, selection, training, compensation, and evaluation of such personnel and examining ways to evaluate productivity and monitor accountability for results.

Finance

Relevant classes: ACCT 201, 202; HCSV 433, 530

This area deals with the planning, development, establishment, analysis, and assessment of financial management processes for an organization's capital, budget, accounting, and related reporting systems.

Healthcare technology and information management

Relevant classes: HCSV 430; MINS 301

This covers both management information and clinical information systems, including computer-based support for management, assessing how current technologies and major innovations are changing the way healthcare executives manage, using information systems for short- and long-range planning, using clinical information systems, and information systems acquisitions.

Quality and performance improvement

Relevant classes: HCSV 430, 530

This area deals with the development, implementation, and evaluation of organizational accountability including TQM/CQI programs, quality assessment and assurance philosophies, policies, programs, and procedures.

Laws and regulations

Relevant classes: HCSV 332; MGMT 304

This area deals with identifying and interpreting the impact of government regulations and law on the organization; identifying the need for and working with others to develop new regulations and laws; investigating, monitoring, documenting, and enforcing existing statutes; and maintaining communication and cooperation with both public and private organizations.

Professionalism and ethics

Relevant classes: HCSV 332

Professionalism deals with the development, monitoring, and maintenance of procedures to ensure that the needs of professional staff are met. Ethics includes identifying, monitoring, and disseminating codes of professional conduct; understanding the implications of ethical decisions, providing procedures to monitor standards of behavior within the organization; and determining, maintaining, and monitoring accountability procedures.

Healthcare

Relevant classes: HCSV 333, 431, 435

This area includes a broad range of organizations and professions involved in the delivery of healthcare. Included are managed care models, healthcare trends, and ancillary services provided.

Management/Business

Relevant classes: HCSV 330, 430, 530; MGMT 304; MKTG 305

This area covers general management principles, planning, organizing, directing, and controlling in addressing overall organizational objectives.   Includes knowledge that pertains to specific areas/concepts of the organization (e.g., marketing, business planning, strategic planning).

 


 

Substantive area outlines

Assignment: Develop an outline of one of the Substantive Areas of Health Services Administration (Sign up at first class).   Present your outline to the class.

Content:  A basic outline will be provided for each area.  The outline should be complete enough to serve as a study guide for preparation for the competition but short enough to be useable.

Presentation:  The developer of each outline will present it to the class, summarizing what they need to know.

NOTE:  The outline is due the week BEFORE the topic is to be discussed so that other members of the team can review it.  The PowerPoint for the presentation should be submitted after the class so that it can be posted on WebCT Vista.

 


 

Practice questions

Assignment: Prepare at least five question each week for each of that week’s study topics.

NOTE:  The questions are due Monday at noon the week that the topic is to be discussed.
