Open enrollment is your once-a-year opportunity to evaluate and make necessary changes to your benefit programs. It is an opportune time to view health costs and plan changes and decide what best fits your needs. If you do nothing, your medical, dental, and vision enrollment will continue into the 2017 plan year.

  • Plan rates are determined by CalPERS. Be aware that most plan rates have increased.
  • The Flexible Spending Accounts (Dependent Care Reimbursement Accounts and Health Care Reimbursement Accounts) require annual re-enrollment.
  • If you do nothing, your medical, dental, and vision enrollment will continue into the 2017 plan year.

Health Plan Changes for 2017

  • PPO Plans (PERS Care, Choice, Select) - New Pharmacy Benefit Manager
    • OptumRx will be the pharmacy benefits manager for all PPO CalPERS health plans. Members will receive new ID cards containing OptumRx information during the second week of December 2016.

  • Blue Shield HMO Plan - Welvie Discontinued
    • The online tool that helps educate employees on unnecessary or inappropriate surgeries has been discontinued for Blue Shield HMO plans for 2017 due to high costs and low participation.
  • All Plans - Diabetes Prevention
    • All health plans will implement a diabetes prevention program that meets the Center for Disease Control and Prevention’s Diabetes Prevention Recognition Standards and Operating Procedures at no costs. This benefit is designed to reach pre-diabetes members to prevent or reduce the onset of Type 2 diabetes.

Required Documents

To request an open enrollment change, please submit the Benefits Worksheet & HBD-12A Form, along with any required supporting documents to the HRSC Benefits Office, Kendall Hall 220.  Benefits Open Enrollment forms can only be accepted between Monday, September 12 and noon, Friday, October 7, 2016. All changes requested become effective January 1, 2017. If you do nothing, your medical, dental, and vision enrollment will continue into the 2017 plan year.

What's New for 2017

  • Voluntary Life Insurance offered by The Standard - Insurance Enhancement
    • During this Open Enrollment, benefit eligible employees will have the opportunity to enroll or increase (employee only) Voluntary Life insurance up to $100,000 (combined with current amount) without providing Evidence of Insurability (no medical underwriting); prior declines remain declined.
    • Employer Paid Life Insurance is separate from Voluntary Life Insurance and therefore does not affect your ability to participate in this enhancement.
    • Specific questions or to enroll in the plan:
  • AFLAC Critical Care Illness
    • For this Open Enrollment only, AFLAC will allow benefit eligible employees the opportunity to enroll in Group Critical Illness Insurance with coverage for employee only up to $20,000 and coverage up to $10,000 for their spouse/domestic partner coverage without providing Evidence of Insurability.
