Position Paper Summary

CHRS Solution Design teams have identified actions campuses can or must take now to prepare for the Common Human Resources System (CHRS). These recommended actions have been documented, approved, and published as Position Papers. Position Paper actions vary in scope from a simple optional recommendation that may make current processing easier to a requirement that may constitute significant change and require a significant amount of time and resources to accomplish. Below is a summary of the Position Papers that have been published, the anticipated level of effort and the status or timeline of implementation for the Chico campus.

Labor Cost Distribution

LCD Standardize Pay Tape Period

Recommended format of ‘yyyymm’ when entering all future CSU_PAY_TAPE_PER values.
Effort Level: Low
Status: Complete

Benefits Administration

Coverage End date

Provides a workaround for campus benefit staff who determine an effective date change is required.
Effort Level: Low
Status: Complete – Incorporated into daily processing

Benefit Event Troubleshooting

Provides information in a detailed “Benefit Event Troubleshooting Guide” to assist campuses on performing a regular review of benefit events.
Effort Level: Extremely High
Status: In Progress – Incorporated into daily processing, anticipate 2-years to complete cleanup
Completion Date: February 2020

Age 26 Dependent Auditing

Instructions for building a query to audit for dependent covered by benefits who are about to reach the age of 26.
Effort Level: NA
Status: Chico already has a report and will continue to use our report until CHRS

Workforce Job Summary

Utilization of the Workforce Job Summary page may be helpful for Benefits evaluation of job data.
Effort Level: Low
Status: Complete – Incorporated into daily processing

Search by National ID

Utilization of the Search by National ID page may be helpful for Benefits when looking up employees or dependents by SSN.
Effort Level: Low
Status: Complete – Incorporated into daily processing

Benefits Plan Change Report

Create a Query to identify changed coverage between Medical plan type 10 and Medical Flex Cash plan type 1Z
Effort Level: Low
Status: In the queue
Completion Date: March 2018

Directly Updating base Benefits

Don't update Base Benefits. If there are issues, open a ticket and work with CMS rather than manually correcting through Base Benefits
Effort Level: MediumStatus: In Progress – Incorporated into daily processing. Will be less prevalent as more events are cleaned up.
Completion Date: February 2020

Voiding Disconnected Events

In the event of a voided termination, benefits will be terminated and the employee not able to enroll unless the disconnected event is voided.
Effort Level: Extremely High
Status: In Progress – Incorporated into daily processing, anticipate 2-years to complete cleanup
Completion Date: February 2020

BenAdmin Maintenance — Start Date

Clears unneeded data from cache to speed up system performance when processing BenAdmin events (Running Open Enrollment and voiding disconnected events are pre-requisites)
Effort Level: Extremely High
Status: Project planning to begin February 2018
Completion Date: January 2020

Time and Labor and Absence Management

Employee Self Service

Recommendation for standardized use of Employee Self-Service (ESS) for all employees (staff, faculty and student) on all campuses
Effort Level: High
Status: Currently using Employee Self Service – Project Plan development needed to expand use per the recommendations
Completion Date: TBD

Overtime Pre-Authorization

Departmental approach of manager authorization of OT hours to adhere to bargaining unit requirements for pre-authorization
Effort Level: NA
Status: Chico has a paper process for overtime pre-authorization.

Uniform Pay Date for Positive Paid and Hourly Student Employees

Uniform pay day of the 15th of each month for all CSU positive pay and student employees.
Effort Level:
Extremely High
Status: Project Planning currently underway
Completion Date: TBD
