The Constitution

Article I

Hmong Student Association (HSA)
California State University, Chico

 

Article II

A.    Purpose:

1.      Our goals are to establish the foundation of the Hmong Student Association in the university system:

a.       We shall promote our culture and traditions to the school and communities.

b.      We shall promote higher education.

c.       We shall provide our services and information to all institutions and communities with the best of our knowledge as Hmong Students.

d.      We shall establish a social and educational support group to better ourselves within the Hmong Student Association.

e.       We shall establish ourselves as role models to Hmong youths.

 

Article III

  1. Membership:
    1. Qualification of Members:
      1. Everyone has an equal opportunity to join regardless of race, gender, religion, and political affiliation.
    2. The responsibilities of all members shall include the following:
      1. Attendance at all formal meetings.
        1. Exceptional circumstances shall be approved by the president.
      2. Full participation in all organizational activities.

    3. Assessments and Dues:
      1. The basic fee will be $10.00 per year.

i.        Fee can be paid either in the fall semester or the spring semester.

ii.      Fee has to be paid prior to the proposed deadline of the semester or will not be accepted.  No exceptions will be granted.

      1. All paid members will be required to participate in 5 events/activities per year.
    1. Membership Termination:
      1. Failure to meet Article III Heading A section 3.

 

Article IV

  1. Officers:
    1. All officers must be enrolled at California State University, Chico:
      1. Must have a 2.0 GPA or above
      2. Must have been a member of HSA at least one semester
        1. Exceptional circumstances shall be approved by the association.
      3. Any impeachment process shall require a 2/3 vote by present members.
      4. Each officer may hold only one position at a time.
      5. Each office is a one year term. He/she may hold the same position no more than two consecutive terms.
    2. Duties and Responsibilities:
      1. The Chair (President) shall preside at all meetings of the organization, represent the organization to the University and others, and all convene the executive committee at least monthly when school is in session.
      2. The Vice President shall assume the duties of the President in his/her absence and keep track of all sub-committees' activities.
      3. The Secretary shall keep records of all official business, take minutes of the meetings, and write correspondences when needed.
      4. Treasurer shall keep all records of official businesses and financial transactions.
      5. Historian shall log all memorable events and maintain records.
      6. The public Relation(s) shall provide the information to the organization and the general public.
      7. The Activities Coordinator(s) shall take the responsibility to organize social activities and fundraisers, with approval from the association.
      8. The Sergeant of Arms shall maintain attendance and order during the meetings.
  2. Committees:
    1. Duties and Responsibilities:
      1. The Vice President of Fundraising shall raise funds for the organization and perform his/her duties in conjunction with the Treasurer and with the approval of the executive officers.
      2. The Vice President of Public Affairs shall provide the information to the organization and the general public.
      3. The Vice President of Activities shall take the responsibility to organize social activities and fundraisers, with approval from the executive officers.
      4. The Vice President of Outreach shall recruit new members under the supervision of the Executive Vice President.

 

Article V

  1. Meetings:
    1. General meetings will be held twice a month, unless under special circumstances.
    2. Officers shall meet at least once a month other than the general meetings.

 

Article VI

  1. Voting privileges shall be granted to regularly enrolled Chico state students who are present at the time of the election or meeting.
  2. Decision Making Process:
    1. The process for general decision-making shall be judged by majority votes.
    2. A quorum shall constitute a minimum of 40% of the membership in attendance at a schedule meeting.

 

Article VII

  1. Advisors
    1. The Faculty/Staff Advisor shall be selected or removed by a 2/3 vote of all present members.

 

Article VIII

  1. Amendment Process:
    1. This constitution may be amended by the following process:
      1. The meeting must be scheduled two weeks in advance
      2. Must be passed by 2/3-majority vote of all members that are present.

 

Article IX

  1. Disbursal Assets:
    1. Should this organization be disbanded, the assets shall be donated as a scholarship fund to the Communities, agreed upon and authorized by all present members.

 

Article X

A.    Reimbursement

1.      Receipt has to be present during the time of reimbursement, or no reimbursement will be dispersed. No exceptions will be granted.
