An exercise in controlled chaos

Street closures, an emergency city ordinance, a ban on guests at university dorms and hundreds of law enforcement personnel made the city of Chico's message clear - Halloween '99 would not be the same uncontrolled riot as the year before.

"We'll be ready," seemed to be the mentality which inspired an emergency city ordinance banning all glass containers and closing streets to traffic in a large section of a campus neighborhood.

Last year police were nailed by flying bottles and one police horse was cut by broken glass and had to be destroyed. Police also rounded-up old furniture from porches in hopes couches would not end up as bonfires in the streets, like many did last year. Friends hoping to crash in a buddy's dorm were forced to shop for a hotel because for Halloween weekend, guests were not allowed in university housing.

The University and the City's actions made some students feel their rights were being stepped on, so in addition to several special meetings of the city council, Halloween inspired two different campus forums discussing a variety of subjects like the rights of students, and the city's options. Even though some questioned all the precautions, it seems the people in charge made all the right decisions, because the last Halloween of the millennium went off with out a hitch. And as far as I know all the horses survived the event.

Despite the lack of serious crime and riots, a good time was had by many. Of course a few people over did it, but our wonderful police and paramedics took good care of them. I escaped injury and the police to bring you the sights of the evening that has become legendary throughout California - Halloween in Chico.
