OCLC "ENC LVL 5":

OCLC records with Enc Lvl "5" are partial, preliminary records produced by LC. It is expected that they will be replaced with full-level cataloging, but it is not known when. Several of the records have been modified by other institutions adding such information as LC subject headings. Because this cataloging information does not come from LC, users should not assume that these headings match the established form. Always verify these headings by searching the OCLC authority file.

At some time in the future, OCLC anticipates that institutions will be able to upgrade these records in the same manner in which they now may upgrade level O, M, K or 7 records. In the meantime, users may edit these partial records for local use as needed. Member input full-level cataloging records that duplicate "Enc lvl: 5" items should not be created. However, if there is another record or records (UKM or member contributed) already on OCLC that are fuller records, you may use that record for cataloging.

If there are no other records, though, the record should be referred to librarians for call numbers.
