the gateway.org The Gateway to Educational materials (GEM) is a consortium effort to improve access to un-cataloged collections of educational materials on non-profit, commercial and government Internet sites. It provides metadata for education resources, extends and qualifies Dublin Core metadata with GEM elements and qualifiers, and provides on-target, efficient searching and browsing. As a tool for end-users, catalogers, and educators, its use of natural language processing and machine learning reveals the potential of electronic libraries. GEM is sponsored by the U.S. Department of Education.

IEEE Standard for Learning Object Metadata

CanCore, short for Canadian Core Learning Resource Metadata Specification, is another group like Merlot worth keeping an eye on. This is an attempt to create a protocol to describe all multimedia educational objects. Related to this is "CAREO - Campus Alberta Repository of Educational Objects - CAREO is in the process on creating an online repository of online educational objects and has been central in creating the CanCore protocol." Unfortunately the Cancore link says its forbidden right now, so I cant tell you more.

IEEE 1484 LOM mappings to Dublin Core

"The 1484.12.1 - 2002 Learning Object Metadata (LOM) was approved by the IEEE-Standards Association on June 12, 2002. The purpose of IEEE-LOM is to provide structured descriptions of re-usable digital learning resources, sometimes known as "Learning Objects." This standard was authored by the Learning Technology Standards Committee (LTSC) Learning Object Metadata Working Group and was based on previous work by the IMS Global Learning Consortium.
