The legal basis for curriculum frameworks can be found in the California Education Code. The general philosophy can be found in section 51002: "...because of the common needs and interests of the citizens of this state, there is a need to establish a common curriculum for the public schools...." Section 51002 goes on to state "...it is the intent of the Legislature to set broad minimum standards and guidelines for educational programs..."
A curriculum framework as defined by section 60028 is "...an outline of the components of a given course of study designed to provide state direction to school districts in the provision of instructional programs."
