Frameworks For California Public Schools:
Kindergarten Through Grade Twelve

The California State Board of Education ultimately
approves textbooks and instructional materials for use in public schools.
The approval process (state adoption process) is lengthy and the cycle
begins when the Board of Education drafts a "Framework" for one of seven
broad subject areas. The Board selects one subject a year for a
new Framework, rotating among the subjects. Once the new Framework
is adopted, publishers have two years to write and submit texts and instructional
materials for critical review by the Board, and public review in numerous
centers throughout the state. A Framework is a guideline meant to inform
publishers and textbook authors about minimum topics to be included
in a textbook on a particular subject. Not only do Frameworks
provide direction for the development of textbooks and instructional
materials, they also provide the basis for the education of teachers
and administrators, and establish guidelines and provide direction to
aid districts in revising curriculum.
Multiple copies of California Frameworks
are located in the Curriculum Textbook section. They are found
at the beginning of each subject area. For example, the Science
Framework is found at the beginning of the Science section, under
SC l0, the Physical Education Framework is located in the Health section
at the beginning of the subject, "Physical Education" (HE 60), the Foreign
Languages Framework is located in the Foreign Languages section at the
beginning of the subject, "Multiple Languages" (LS 200).
