California documents classification numbers are assigned at the California State Library and based on the California State Agency Classification System.

1st line: based on keyword in publishing agency's name (alpha-numeric/whole numbers)
2nd line: keyword in title (alpha-numeric/decimal)
3rd line: years, bulletins, numbers, etc.

The first line is based on an agency keyword with whole numbers.
Here is an example of the shelving sequence:
