NORTHERN CALIFORNIA PILIPINO AMERICAN STUDENT ORGANIZATION
CONSTITUTION

The Northern California Pilipino American Student Organization (NCPASO) is a coalition of Pilipino collegiate organizations in Northern California.

MISSION STATEMENT

NCPASO publicizes and encourages participation in coalition and individual members organization's events and coordinates efforts in the coalition on
common issues affecting Pilipino collegiate organizations based on mutual respect and understanding while maintaining our guiding principles.

GUIDING PRINCIPLES

The guiding principles of the coalition are that it is pro-Pilipino, interfaith, non-profit, non-partisan, for Pilipino cultural awareness, for
self-determination, for academic support, for youth empowerment, for social interaction and for promoting action. The coalition also promotes and supports
the struggles for racial, class and gender equality.

MEMBERSHIP

1.	Any Pilipino collegiate organization in Northern California willing to abide by the mission, guiding principles and structure of NCPASO may join the
coalition.
2.	An organization that sends representative(s) to three consecutive duly convened general meetings is a voting member on the third attendance.
3.	An organization that fails to attend two consecutive duly convened general meetings is placed on probation after the second absence.
	3a.	An organization that fails to attend a third duly convened general meeting after two consecutive absences loses its voting rights.
	3b.	An organization that has lost its voting rights must attend three consecutive duly convened general meetings to regain it.
	3c.	A member that has lost its voting rights regains it on the third consecutive attendance.
4.	An organization which violates the guiding principles may be removed from membership by a three-fourths (3/4) vote of three-fourths (3/4) of the current coalition membership duly convened.
5.	A collegiate organization is entitled to one vote provided that organization fulfills membership criteria.

GENERAL MEETING

1.	The highest decision making body for a proposal introduced by a member is a general meeting attended by two-thirds (2/3) of the coalition members.
	1a.	A decision is passed by three-fourths (3/4) vote of member organizations present.
	1b.	At least one general meeting shall be schedules every month except for June, July and August, traditionally, summer vacation months in Northern California. The standard meeting time shall be scheduled for every second Sunday 


of the month.
	1c.	Any member organization may convene an emergency meeting by assembling two-thirds (2/3) of the official representatives of their official alternates.
2.	The host member organization of a general meeting sets the agenda and facilitates.
	
	2a.	The next hose organization is picked from the current meeting.

COMMITTEE

1.	The coordination of a specific coalition effort is facilitated through a committee. A committee coordinates efforts on a common issue affecting Pilipino collegiate organizations.
	1a.	The approval for the formation of a committee in a general meeting is not required, although a committee must inform the coalition of its existence and report on its activities.
	1b.	The purpose, structure and title of a committee are decided upon by the committee members.
	1c.	A committee must be made up of any two or more members. (Ex: Education Committee, Newsletter Committee, a committee fighting fee increases or another to conduct high school forums or another working on the First Annual Nation


al Pilipino Student Conference, lobbying, finance, etc.)

AMENDMENTS

1.	An amendment to this constitution can be introduced by a member and is adopted by a three-fourths (3/4) vote in a general meeting attended by two- thirds (2/3) of the coalition members.
	1a.	A copy of proposed constitutional amendment must be mailed / distributed to each member organization ten (10) days prior to the next general meeting from the member organization sponsoring the proposed amendment.
	1b.	The time limit for discussion of a proposed amendment must be agreed upon by the majority, fifty percent plus one (50% + 1), of the members present.
	1c.	A vote must be conducted to extend the amendment discussion.
	1d.	Three-fourths (3/4) of the members present must agree to extend the discussion.
	1e.	A member other than the member that introduced the amendment must second the motion to put the amendment to a vote.

Pilipino United Student Organization (PUSO) at DeAnza College
Ohlone College
