The College of Natural Sciences Advisory Board consists of individuals who are respected for their accomplishments in the fields of science, mathematics, industry, government and education. Advisory board members provide advice to the College and faculty in order to enhance the quality, outreach and development of College programs. Members are appointed by the Dean of the College upon the recommendation of the Advisory Board Executive Committee. The Advisory Board is composed of the following individuals:

  • The Dean of the College
  • Twelve to 20 community members, alumni or friends of the College
  • The Development Director of the College (ex-officio member)
  • The Secretary to the Board


Derrick Booth

Derrick is the Principal Investigator/Executive Director for the Basic and Advanced Science and Technology Academies of Research (B A STAR). The B A STAR program was designed by Derrick and was funded by a 5-year, $2 million grant from the National Science Foundation.

Before coming to work for the American River College, Derrick was the director for the MESA Program at Butte College and worked for the Environmental Protection Agency an Environmental Engineer. In 2001, he won the Scientific and Technical Achievement Award for his work with particulate matter. As a MESA Director, he is responsible for the recruitment and retention of students intending to seek degrees in mathematics, engineering and science. As the principal investigator for the B A STAR program, he oversees many activities held throughout California during the year including the Leadership Development Conference, the Science and Engineering Research Symposium, the Basic STAR and five Advanced STAR summer programs. He is also a National Science Foundation reviewer.

Derrick also served as the MESA Statewide BOD representative for the community college division, as well as the Chief Officer for the California Association of MESA Directors (CAMD) which he helped create. In partnership with two other MESA directors, he created the academic excellence workshops model and training program for facilitators which is now used nationwide. In 1999, he was awarded the “AIHA Engineering Paper of the Year.” Derrick continues to publish, with his most recent article in the American Industrial Hygiene Association Journal in 2004.

Janet "Jan" Ellis

Jan began her career at Enloe Medical Center as a new nurse graduate and served as a nurse leader for emergency services. She was instrumental in the development of the Advanced Life Support Program, Ambulance Service Helicopter Service, and Trauma Service. In her role as vice president of ambulatory services she was instrumental in the development of the Cancer Center. As vice president of nursing Services from 2002-2005, Jan focused on quality improvement and improving the work environment for nurses. Enloe Medical Center received the Health Grades Patient Safety Award in 2004, 2005, and 2006 (one of only 41 hospitals in the nation to earn the award for three consecutive years). Jan retired in October 2005 with 35 years of service. She returned to Enloe in a part-time role as the associate chief nursing officer in January 2006 and continues to focus on quality improvement projects. Jan and her husband, Roy, raise horses and love to trail ride and spend time with their six children and soon to be seven grandchildren.

Susan Elrod, Chair

Susan’s novel work on the enhancement of protein production using genetic techniques led to several patents. At Cal Poly, she has coauthored a Genetics textbook and involved her students in research, including the development of a DNA fingerprinting method for evaluating the fungal members of an environmental community, such as soil. Susan has established an extensive record of service, chairing and serving on committees from department to statewide levels. She has also served as associate chair of the Biological Sciences Department and as special assistant to the provost at Cal Poly and attended Harvard University’s Management Development Program. In her spare time, she enjoys hiking and other outdoor adventures.

Floyd L. English

At the time he was honored as Distinguished Alumnus for the College of Natural Sciences in 1994, Floyd was President and CEO of Andrew Corporation, an international supplier of antennas and transmission lines to the telecommunications industry. Prior to joining Andrew Corp., he formed Darcom, Inc., a data telemetry company which merged with Farinon Corporation. Earlier, he was Director of Marketing for Collins Radio Co., acquired by Rockwell International. Floyd is the author of numerous technical publications. The annual Floyd L. English Natural Sciences Scholarship is one of the most prestigious awards on campus. In 11 years more than 100 students in our College have received this scholarship, many of whom have gone on to pursue advanced degrees or careers in math and science.

Marshall L Ginter

Marshall L. Ginter is a professor at the Institute for Physical Science and Technology at the University of Maryland and an adjunct professor at the University of Illinois, Urbana. His current research focuses on electronic structures in atoms and small molecules and on high resolution spectroscopy. His academic career includes positions at Vanderbilt University, the University of Chicago, Physikalische Anstalt der Universität Basel, the University of Maryland, and the University of Illinois, Urbana. Marshall is the College’s 2000 Distinguished Alumnus and is a Fellow of both the American Physical Society and the Optical Society of America. He has served as a consultant for a number of institutions and agencies, including the E.O. Hulbert Center for Space Research, Naval Research Laboratory in Washington, D.C. and the National Institute for Science and Technology in Gaithersburg, MD. Marshall is a published author, with articles in the Journal of Chemical Physics, Journal of the Optical Society of America, and many other journals.

Doug began his career as a secondary science and math teacher in the Kingdom of Tonga where he was also a research assistant for the World Health Organization Project. Back in the United States, he joined the military after graduating from the CSU, Chico nursing program. He was a clinical coordinator and assistant professor at Uniform Services University of the Health Sciences in Bethesda, Maryland, where he received the Dean’s Teaching Award. An elected Trustee of the Santa Paula (California) Union High School, Doug is the College’s 2005 Distinguished Alumnus and has received Meritorious Service and Achievement Medals from the United States Army.

Margaret Kelly

Most of Margaret’s career has been at Feather River Hospital where she is the chief clinical dietitian. She began her career in nutrition as the technician for the Food Science Lab at California State University, Chico. With the move to Feather River Hospital, Margaret progressed from diet technician to dietitian to director of nutritional services and finally to her current position. Margaret holds memberships with the American Dietetic Association, California Dietetic Association, Northern Area Dietetic Association, North Valley Dietetic Association, and the CSU, Chico Nutrition and Food Science Advisory Committee. In addition, Margaret is an American Cancer Society Relay for Life Team Leader.

Kenneth E. Lange, DDS

After receiving his Doctor of Dental Surgery, Ken returned to Chico to establish his practice. He has held many professional offices in dental associations and societies, including President of the Northern California Dental Society and President of the California Dental Association. In addition, he has held positions on the Butte County Health Planning Council, the Northern Region Health Systems Agency, and the Medical Quality Review Board. Ken is the 1996 Distinguished Alumnus for the College of Natural Sciences. Passionate about his community involvement and the recipient of numerous awards, Ken has held many leadership positions in the Greater Chico Chamber of Commerce, including the position of president during 1992–1993. Other community membership involvement includes Chico Community Foundation, Chico Economic Planning Corporation, Chico Lions Breakfast Club, Chico State Associates and Century Club, Chico Scholarship Association, Little League and Youth Soccer Coach, and Parent Teacher Associations in area schools.

Marcia Moore

Formerly chief of medicine at Enloe Hospital in Chico, Marcia serves as vice-chair of the Department of Cardiovascular Medicine at Enloe. In 2005, she received two honors: The American Heart Association’s Volunteer Physician of the Year and Beta Sigma Phi Sorority’s Community Woman of the Year. Having made great strides to increase awareness of women’s heart health, she also implemented the “Physician Heal Thy Self” program for doctors to evaluate the health of medical practitioners. Marcia has helped the general public through her many donations. She also serves on two other college boards: the Northern California Natural History Museum and the Biological Sciences Department Advisory Board.

Glen Pearson

Glen is a California Professional Geologist and a Certified Engineering Geologist. After a brief stint in the oil fields around Bakersfield with the California Division of Oil and Gas, Glen has worked in the Northern District conducting and supervising geologic investigations for water and power development and ground water resource evaluation. About nine years ago, Glen was asked to manage the District’s North-of-the-Delta Off-stream Storage program. He directs the field activities of engineers, geologists and environmental specialists. As district chief, Glen oversees a staff of about 70 professionals conducting studies in the 13 Northern California counties. He is the first geologist to hold this level of office in the Department.

Antoinette Procopio

Antoinette began her impressive career in aerospace as one of the first female engineers to perform integration and testing of communication satellites. She has served on 12 launch-site campaign teams performing final integration, inspection, and testing of satellites boosted by Delta, Atlas, Titan, Ariane, and Space Shuttle launch vehicles. Our 2004 Distinguished Alumna, Antoinette is responsible for leading various teams in the successful integration, assembly, and test of commercial and government satellite programs. She is a charter member of the CSU, Chico Department of Mathematics Advisory Board.

Born in South Africa, Jane came to the United States in 1964. She has lived on the East Coast, Texas and the West Coast and feels very fortunate to have traveled many places around the world. Her most recent trip was to Indonesia in August 2004. Professionally, she has given presentations at conferences and says her best reward comes from the families she sees on home visits, where she helps children be healthy and grow. She has served as a commissioner with First Five Glenn County and she presents nutrition education for Butte/Glenn Options for Recovery, a program for foster parents caring for drug exposed children.

Julia Sabin

As Smucker Quality Beverages’ general manager, Julia and her team at two plants achieved significant improvements in the beverage division. Both plants exceeded expectations in controlling manufacturing efficiencies and costs, while offering exceptional customer service. Julia began her career with the R.W. Knudsen Family working in the Product Development Department. Later, as Quality Assurance Manager, she helped develop the internal organic certification program. She also was involved with a highly successful worker’s compensation accident prevention program, resulting in the Chico facility’s outstanding achievement of five years with no lost time accidents.

Judy Sitton

Judy obviously not only supports our College and its efforts but also is a full participant on the President's Advisory Board. She serves as Interim Vice Chair on the Board of Trustees for Enloe Medical Center and as President of the Advisory Board for the Northern California Natural History Museum. Judy and her husband, Gary, developed a 200-plus employee company, Bi-Tech Software, which was acquired by SunGard Data Systems Inc., the 13th largest software services company in the world. The Sittons retired from Bi-Tech at the start of 2001.

Kelly Staley

Kelly Staley was born in Chico and returned here to receive her BA in English from California State University, Chico.  She did her student teaching at Pleasant Valley High School prior to accepting a teaching position in San Clemente, CA.  In San Clemente, she implemented a successful student mentoring and academic intervention program.  Upon completion of her Master's Degree from Pepperdine University, Kelly accepted a position in the Lodi Unified School District where she worked for 11 years, nine of them as principal of Lodi High School, a diverse comprehensive high school with an enrollment of 2,500 students.  In 2001, Kelly accepted the position of Assistant Superintendent, Educational Services in the Chico Unified School District where she helped to implement Professional Learning Communities in the district's schools.  In June of 2007, Kelly was appointed as Interim Superintendent for the Chico Unified School District.  Her goals for CUSD in the upcoming year are to improve student academic success, improve internal and external communication, and increase CUSD participation in the larger Chico community.

Michael Strand

Mike's Dallas, Texas-based company, Symon Communications, Inc., (symon.com) developed and marketed communication software for real-time reporting and employee communications applications for large corporate and government organizations. In addition to his positions of co-founder and member of the board of directors, he was primarily responsible for strategic development, technology alliances, and establishing the international expansion of the company. In 2001, Mike was named the College's Distinguished Alumnus and recently completed six years on the board of directors of CSU, Chico's Alumni Association. Following college and before entering the computer industry, Mike served three years in the U.S. Army as a Field Artillery and Air Defense officer. Prior to co-founding his company in 1984, Mike held major account sales positions at IBM's Large Systems Division and ITEL Computer and Rail Leasing Group. Mike retired from Symon in January 2006 after the sale of the company.

Edward E. Tarver, III
Inventor, Scientist, Artist

As the founder and CEO of Etaran Instruments, Inc., Edward Tarver has patented an ion mobility spectrometry instrument that is used in chemical detection and identification and has great implications for the military in the field of chemical warfare and counter terrorism. Ed is the College’s 2007 Distinguished Alumnus. He is also a mural artist and has designed school logos for San Jose State and De La Salle High School. He was a professor at Grambling State University and has served as president of the Faculty Advisory Council to the Board of Trustees/State Colleges, Louisiana, and as vice president of the Faculty Advisory Council to the Board of Regents/State Colleges, Louisiana.

Glen Toney

A longtime community leader with extensive experience as a corporate executive, Glen is a frequent commentator on business and community issues through speeches, editorials, and articles. Prior to joining the corporate world, Glen served in high-level positions for school districts in Palo Alto, Ravenswood City, and Cupertino. At a national educational event, Glen introduced President Bill Clinton. He has served on numerous boards and is the recipient of numerous awards, including the 1995 Distinguished Alumnus for the College of Engineering, Computer Science and Technology at CSU, Chico, the Leadership in Action Award, and People Acting in Concert Together.

Leon Warman

Leon has more than 20 years' work experience on embedded space vehicle systems (Hubble Space Telescope), geophysics applications, control systems, and electromagnetic analysis. He served as the chief architect for Philips North American Medical Systems and is a software systems designer at Microsoft currently working on e-mail servers. He has presented at Microsoft U.S. TechEd conferences, as well as conferences in Europe and Asia.

Robert Wilhelm

Robert has worked in the pharmaceutical industry for 20 years. He began his career as a medicinal chemist at Syntex in Palo Alto, California, and later became part of the Roche Pharmaceuticals organization. Over that time, he has contributed to the discovery of several clinical candidates that are potential therapies for Asthma, Chronic Obstructive Pulmonary Disease (COPD), and HIV. He has published a number of papers in peer-reviewed journals and presented on his research at a variety of scientific and medical conferences.
