ARTICLE I - NAME OF
ORGANIZATION
A. Declaration
- All charters of Omega Chi
Lambda shall be known as Omega Chi Lambda, Hmong-American Interest
Fraternity, of their respective schools.
B. Usage of Name
- All charter shall not use
the name Omega Chi Lambda in such of a way which shall demoralize or
maculate the name of Omega Chi Lambda.
ARTICLE II -
DIVISION OF REGION
A. Division
- Regions shall be
divided according by state line.
- Each state shall be
considered a individual region.
B. Division Names
- Regions shall be name by
their respective state.
C. Amendment
- Regions can be
redetermine with approval of two-thirds of the officers of Omega
Chi Lambda, National and a majority vote of the charters within
the boundaries of the redefine lines.
ARTICLE III -
NATIONAL HEADQUARTERS
A. Location
- The national headquarters of
Omega Chi Lambda shall be located in
Chico,
California
.
- The headquarters shall
remain in
Chico,
California
B. Name
1. Headquarters for Omega Chi Lambda shall be known as Omega Chi
Lambda, National
C. Acting Headquarters
- Before the creation of a
Incorporated Omega Chi Lambda, Omega Chi Lambda of California State
University, Chico
shall assume all duties of acting national headquarters.
- On the creation of the ten
chapters a committee consisting of two representatives from each
chapter shall convene and a creation of a national headquarters
shall be established.
- At that time a constitution
for incorporating shall be drafted.
- A new Laws of Chartering
shall be drafted, and it's predecessor shall be null and void.
D. Status of Headquarters
- The headquarters shall be
established as a non-profit organization.
ARTICLE IV - PURPOSE
OF THE ORGANIZATION
The objective of all of Omega Chi Lambda shall include but shall not
limited to:
- The promotion of academic
achievement;
- The promote brotherhood
among men;
- To provide social
interaction among people;
- To provide philanthropy for
worthy causes;
- The promotion of interaction
among people of different ethnic heritage;
- The development of
individual skills and leadership abilities in young men;
- The development of a sense
of identity for Hmong men on campus;
- To provide an insight into
the Hmong culture for people of Non-Hmong decent;
- The development each
individual member to his fullest potential.
ARTICLE V -
QUALIFICATION OF MEMBERSHIP
A. Qualification of Charter
- All charters shall be
that of a private or public university in which offers a
bachelorette degree.
- Voting privileges
shall be granted to all senators present at the time of regional
meetings.
- Each chapter shall be
given two senators.
- Responsibility of all
chapters shall include:
- A full knowledge
about Omega Chi Lambda
- All charter's
constitution must meet but is not limited to the requirements
of this charting rule.
- Commitment to Omega
Chi Lambda's goals
C. Qualifications of Omega Chi Lambda's Members
- All students shall
have an equal opportunity to join Omega Chi Lambda regardless of
their race, gender, religion, national origin, age, marital
status, color, veteran status, disability, or political
affiliation.
- All members must be a
currently full-time enrolled student of their respective charter.
D. Assessments and Dues
- The basic initial fee will be
$200 per charter.
- This rule shall be terminated
when the 10th chapter is chartered at that time a
committee, containing two representative from each chapter shall
convene and a new initial fee will be determine.
- The ten previous chapters
shall not be exempt, a pro-rated fee shall be determine at that
time, -$200 per year.
- The basic fee will be a
yearly due of $5.00 per person
- This rule shall be terminated
when the ten chapter is chartered at that time a committee,
containing two representative from each chapter shall convene and a
new initial fee will be determine.
- Individual membership dues
shall be determined by each of the respective chapters.
- All dues shall by due
by the fifth week of the fall academic year of the respective
schools to Omega Chi Lambda, National.
E. Membership may be terminated by a two-thirds vote by the
associated charters.
ARTICLE VI -
OFFICERS, NATIONAL
A. Acting Officers
- Elected officers of
Omega Chi Lambda, California State University, Chico shall assume
all duties as acting officers for Omega Chi Lambda, National under
the absent of Omega Chi Lambda, National.
B. Amendment
- With the creation of five or
more charters, under a simple majority vote of all charters a new
Article VI shall be drafted, it's predecessor shall be null and
void.
- Officers of Omega Chi Lambda,
National shall be:
- President
- Vice President
- Secretary
- Treasurer
- Historian
- Any current or alumni of
Omega Chi Lambda shall be given an opportunity for a position.
- A officer of Omega Chi
Lambda, of their respective school can also hold office in Omega Chi
Lambda, National
- A trimester shall be divided
as Jan-April, May-Sept, Oct-Dec.
- All officers of Omega Chi
Lambda shall convene once a trimester and shall adopt the
parliamentary procedure.
ARTICLE V - OFFICERS
AND COMMITTEES, CHARTER
A. Criteria
1. All officers must be a regular enrolled student in good standing
status at their respective schools.
2. All officers must have attended at least one semester prior
attaining office.
3. All officers must have attained at least one semester of
membership to Omega Chi Lambda of their respective schools prior to
attaining office.
- All officers must be current
members of Omega Chi Lambda.
B. Election, Resignation, and Removal
1. Any impeachment process shall require a two-thirds vote.
2. All terms of the officers shall be two academic year.
- Officers shall be
elected on the fourth week prior to ending of a academic term.
- Elected officers
shall assume all duties, one week prior to the ending of their
predecessor's academic term.
- The Presidency shall
be limited to two consecutive terms in office or a total of
three years.

Shall an officer
resign a letter of resignation must be provided.

Executive officers
must give one month warning prior to resignation.
-
All other officers
must give one week notice prior to resignation.
C. Duties and Responsibilities
1. President
a. The President shall act as a leader, an administrator, and a
presiding officer over Omega Chi Lambda by maintaining, promoting, and
executing Omega Chi Lambda's goals.
b. The President shall preside over all of Omega Chi Lambda's
meetings
2. Vice President
a. The Vice President shall assume all duties of the President in
his/her absence.
b. The Vice President shall serve as a member of all sub-committees.
3. Secretary
a. The secretary shall keep all records of official business.
b. The secretary shall keep a record of all formal meeting of Omega
Chi Lambda.
4. Treasurer
- The treasurer shall keep all
records of financial business.
5. Historian
- The Historian shall
keep the daily events on record.
D. Senators
1. Yearly Meetings
- Senator shall convene once a
year in their respective region in discussion on issues affecting
Omega Chi Lambda.
2. Appointment
- Senators shall be
appointed by the President.
E. Committees
1. The fund-raising chair shall raise funds for the organization and
perform his/her duties under the supervision of the Treasurer with the
approval of the executive officers.
2. The public affair chair shall provide the information to the
organization and the general public under the supervision of the
Historian.
3. The social chair shall take the responsibility to organize any
social activity with the approval from the executive officers.
4. The pledge educator shall take the responsibilities to organize
and insist of new members through the crossing-pledge.
5. The sergeant of arms shall take the responsibilities to make sure
the meeting is smoothly run and preside the power of removal anyone
whose attention is the interrupt the formal meeting.
6. The rush chair shall take the responsibilities to organize and
invite new members to Omega Chi Lambda during rush week.
7. The communication chair shall take the responsibilities to create
and deletion the Home Page of Omega Chi Lambda at their respective
schools.
ARTICLE VIII -
MEETINGS REGIONAL AND CHARTER
A. Regional Meetings
a. Omega Chi Lambda shall convene one regional meeting once a year
which shall adopt the parliamentary procedure.
- All senators shall
attend the regional meeting
- Regional meeting
shall be held in the city of the respective school of a chapter
of Omega Chi Lambda in which did not convene in the previous
year.
B. Charter Meetings
- Omega Chi Lambda
meetings which shall adopt the parliamentary procedure and be
held once a month.
- Officers and Advisors
meeting shall adopt parliamentary procedure and be held once a
month.
ARTICLE IX -
DECISION MAKING PROCESS. National
- The process for
general decision making shall be a two-thirds vote by the
National Officers.
- The National
officers may, with a simple majority vote, authorize
expenditures of up to $600.00 for routine operational expenses.
B. Charter
- All charter's formal
meetings shall adopt parliamentary procedure and held once a month.
- Officers and Advisors meeting
shall adopt parliamentary procedure and held once a month.
ARTICLE X -
AMENDMENTS PROCESS
These laws of chartering may be amended by a two-thirds vote of the
total membership.
ARTICLE XI - RECORD
AND REPORTS
Omega Chi Lambda shall keep:
- Adequate and correct books
and records of account;
- Minutes in written form of
the proceedings of the members and committees;
- A record of it's members,
giving their names and addresses and the class of membership held by
each.
- This record shall be
submitted to the national headquarters.
- A yearly report of the
charters of Omega Chi Lambda's process and activities shall be
submitted to the national headquarters.
ARTICLES XII -
DISBURSAL OF ASSETS
A. National
- Should Omega Chi Lambda,
National disband, a final committee shall convene and authorize the
disbursement of the assets of Omega Chi Lambda.
- The executive board of Omega
Chi Lambda, National shall disburse the assets as authorize by the
committee.
B. Charter
- Should a charter of
Omega Chi Lambda disband, the executive board shall disburse the
assets to the communities as authorized by the associated members.
ARTICLE XIII -
AGREEMENT TO TERMS
All charters of Omega Chi Lambda agrees to abide by these term set
fourth under the Laws of Chartering for Omega Chi Lambda.
