OMEGA CHI LAMBDA,
HMONG AMERICAN INTEREST FRATERNITY OF
CALIFORNIA
STATE UNIVERSITY, CHICO
October 23, 2003


ARTICLE I – NAME

The name of this organization shall be known as Omega Chi Lambda, Hmong American Interest Fraternity of California State University, Chico .

 

ARTICLE II - OBJECTIVE AND PURPOSE

The objective of this organization shall be:

  • To motivate academic achievement;
  • To strengthen brotherhood among men;
  • To encourage social interaction among people;
  • To provide philanthropy for worthy causes;
  • To motivate interaction among people of different ethnic heritage;
  • To develop individual skills and independence in young men;
  • To develop a sense of identity for Minority men on campus;
  • To provide an insight into the Hmong culture for people of Non-Hmong decent;
  • To develop each individual member to his fullest potential.

 

ARTICLES III – MEMBERSHIP

Qualifications of Members

  • All Students have an equal opportunity to join Omega Chi Lambda regardless of their race, gender, religion, national origin, age, marital status, color, veteran status, disability, or political affiliation.
  • Voting privileges shall be granted to associated members that present at the time of the meeting.
  • The responsibility of all members shall include:
    • A full knowledge about Omega Chi Lambda
    • Self-commitment to promote Omega Chi Lambda goals.
    • Attendance to all of Omega Chi Lambda's formal meetings

Assessments and Dues

  • The basic membership fee will be $80.00.  Good for one semester
  • Members have the option of paying a one-time fee of $340 for a Lifetime Membership.
  • They may apply their semester dues to the Lifetime Membership with permission from voting members. 
  • Membership will be terminated if members do not fulfill their responsibility to the other associated members.

 

ARTICLES IV – EXECUTIVE BOARD AND COMMITTEES

Criteria

  • All Executive Board Members must be a regular enrolled student in good standing status at California State University, Chico.
  • All Executive Board Members must have attained memberships to Omega Chi Lambda prior to attaining office.
  • All Executive Board Members must have attended at least 2 (two) semesters prior to attaining office.

Election and Removal

  • Executive Board Member impeachment process shall require a 2/3 vote.
  • To remove a member shall require a simple majority vote
  • Each Executive Board Member and member has one vote and only one vote
  • Each Executive Board Member may hold a position in a two-year term and is allowed one extension per term, in the event of a vacancy, otherwise they exclude from the consecutive term in one position. But the member can run for a different position.
  • Officers are elected every two (2) academic year. 
  • Elections are held in March or April of the academic year in two years terms and shall take place at a regularly scheduled meeting of the organization at which a quorum is present.

Duties and Responsibilities

  • President
    • The President shall act as a leader, an administrator, and a presiding officer over Omega Chi Lambda by maintaining, promoting, and executing Omega Chi Lambda's goals.
    • The President shall preside over all of Omega Chi Lambda's meetings
    • The President and the Executive Board shall convene at least monthly when school is in session.
  • Vice President
    • The Vice President shall assume all duties of the President in his/her absence.
    • The Vice President shall serve as a member of all sub-committees.
  • Secretary
    • The secretary shall keep all records of official business.
    • The secretary shall keep a record of all formal meeting of Omega Chi Lambda.
    • The secretary shall keep the daily events on record.
  • Treasury
    • The treasury shall keep all records of financial business.
  • Rush & Pledge Educator
    • The Rush & Pledge Educator shall represent the organization to the University, Inter Fraternity Council and Ethnic Greek Council
    • The pledge educator shall take the responsibilities to organize and assist of new members through the crossing-pledge.
    • The rush chair shall take the responsibilities to organize and invite new members to Omega Chi Lambda during rush week.
    • The Rush & Pledge Educator shall take the responsibilities to create and delete the Home Page of Omega Chi Lambda at CSUC.
  • Committees
    • To Be Determined as needs arises

 

ARTICLE V - MEETINGS

  • All formal meetings shall adopt parliamentary procedures and held at least once a month.
  • Executive Board and Advisor’s meeting shall adopt parliamentary procedures and held at least once a month.
  • All members must give a minimum of two days notice, weekends and holidays excluded, prior to the meeting time of intent to miss meeting due to circumstance beyond the member’s control.

 

ARTICLE VI – ALCOHOL POLICY

  • All member of Omega Chi Lambda are required to be in compliance with the University’s Alcohol Policy
  • The possession, sale, use, or consumption of alcoholic beverages during an organization event, in any situation sponsored or endorsed by the organization, will be in compliance with any and all applicable laws of the state, county, city and, if on campus, California State University, Chico, and must comply with all state Alcohol Beverage Control statutes found in the state business and professional code section 25658 and 25662.
  • No members, collectively or individually, shall purchase for, serve to, or sell alcoholic beverages to any minor (i.e., anyone under 21 years old) unless it is otherwise stated in the state Business and Professional Code section 25658 and 25662.
  • The possession, sale, or use of any other drugs in an illegal manner while on organization premises or during an organization event is forbidden.
  • No member shall operate a motor vehicle during an organization event while under the influence of alcohol or drugs.
  • Neither the organization nor any member of the organization shall possess alcoholic beverages in any park in the City of Chico .

 

ARTICLE VII - DECISION MAKING PROCESS

  • The process for general decision-making shall be a 2/3 vote by the associated members.
  • The Executive Board may, with a simple majority vote, authorize expenditures of up to $500.00 for routine operational expenses.
  • Each Executive Board Member may withdrawal $50.00 (for official use only) without a vote
  • In reference to the Alcohol Policy
    • Enforcement is done by the President
    • Penalty is handled by the Executive Board without the President present

 

ARTICLE VIII - ADVISOR

  • A faculty of staff advisor shall be selected and removed by a 2/3 vote by the associated members.

 

ARTICLE IX - AMENDMENTS PROCESS

  • This constitution may be amended by a 2/3 vote of the total membership.

 

ARTICLE X - RECORD AND REPORTS

Omega Chi Lambda shall keep:

  • Adequate and correct books and records of account;
  • Minutes in written form of the proceedings of the members and committees;
  • A record of its members, giving there names and addresses and the class of membership held by each.

 

ARTICLES XI - DISBURSAL OF ASSETS

  • Should the Omega Chi Lambda disband, the Executive Board shall disburse the assets to the communities that are authorized by the associated members.
