State Employee Absence Information
The Absence Inquiry and Details pages are now available in HR Self Service. To access , click the View Leave Balances and Usage link on your State Employee tab in the portal.
These new pages allow all state employees to view their absence balances and usage from 7/1/2008 to the current date and current State Service months toward vacation accruals . Click on the "i" buttons to view your balance details. See the HR Self Service User Guide for navigation to historical absence balances and usage from the 6/2007 - 6/2008 pay periods.
Questions about Absence information should be directed to your payroll analyst. Questions regarding HR Self Service should be directed to Jessica Post at # 6433 .

RETIREE VOLUNTARY VISION PLAN

Retiree Voluntary Vision Plan
CSU is pleased to announce a new voluntary vision benefit for eligible California State University retirees and their dependents. The effective date of this new vision benefit is January 1, 2009. Vision Service Plan (VSP), the same vision carrier for our active employees, will provide administration of the vision benefits and claims on behalf of CSU benefits eligible retirees. Open Enrollment is October 15 - December 1, 2008. VSP will mail the enrollment packet to benefits eligible retirees.

This is a voluntary benefit and premium will be fully paid by enrolled retirees with a monthly premium deducted from the their retirement warrants. Monthly premium rates for the CSU Retiree Voluntary Vision Plan are

Retiree + One Dependent (Two Party)......$16.48.
Retiree + Family (Three Party)......$17.63.

Fee Waiver Applications
The Fee Waiver Application period for the Spring 2008 semester is from OCTOBER 6 through NOVEMBER 7, 2008.
You can find information on the Program, the requirements, eligibility guidelines, the application, and other required forms at the following site: http://www.csuchico.edu/hr/feewaiveroverview.shtml. To ensure quick processing, please obtain all required signatures and complete ALL questions on the form before delivering to the Payroll and Benefits office, Kendall Hall Room 222. Incomplete forms will be returned to the employee and approval may be delayed. If you are eligible for fee waiver and are not using the fee waiver for yourself, you may be able to transfer it to an eligible spouse, domestic partner, or dependent child who is matriculating towards a degree or teaching credential at any of the CSU campuses at greatly reduced rates.
PLEASE NOTE: All Fee Waiver Applications for the Spring 2008 semester must be completed and returned to the Payroll and Benefits office, Kendall Hall Room 222 NO LATER THAN FRIDAY, NOVEMBER 7, 2008. TSA NEWS UPDATE - Open Enrollment November 3-28.
We have received additional information regarding the TSA changes. Our announcement of August 21, 2008 regarding the changes in the CSU Tax Shelter Annuity Program indicated an open enrollment beginning in October. The Open Enrollment for the TSA Program will be November 3 - 28, 2008. Processing instructions are being provided to the campuses in early October. We will be sharing the information as soon as it arrives on campus. The TSA Program is a 403(b) plan, which offers tax advantages when you use it to save for your retirement. Recently the IRS updated guidelines for 403(b) plans, as a result of these new guides the CSU is required to make changes to the administration of the TSA Program effective January 1, 2009. To continue participating in the TSA Program on January 1, 2009 and beyond, you must enroll during the special enrollment period of November 3 through 28, 2008. STATE EMPLOYEE LEAVE BALANCES

State Employee Leave Balances
Effective July 1, 2008, Chico State began using the Absence Management PeopleSoft module for recording State Employee leave usage and accruals. As a result of this implementation, we no longer have the ability to have state employee leave balances printed on the payroll check. State employees will be able to continue viewing their leave balances, along with other personal information, by using the State Employee tab on the Chico State Portal Connection. Currently leave balances reflected on the State Employee tab are as of July 1, 2008. We expect to have current balances available during September. An announcement will be made when all balances have been updated. The California State University provides eligible employees the opportunity to participate in the Tax Sheltered Annuity Program. The TSA Program is a 403(b) plan, which offers tax advantages when you use it to save for your retirement. Recently the IRS updated guidelines for 403(b) plans, as a result of these new guides the CSU is required to make changes to the administration of the TSA Program effective January 1, 2009. One of these changes is the consolidation of fund vendors and fund options. Once the changes to the TSA Program have been implemented the CSU expects to offer a selection of top-quality funds from a select group of vendors. Because of these changes, there will be a special enrollment period beginning October 2008. To continue participating in the TSA Program on January 1, 2009 and beyond, you must enroll during the special enrollment period. DELAY IN SCO BENEFITS PROCESSING

Our office has received notification from the CSU Chancellor's Office that the California State Controller's Office is experiencing a delay in the processing of CSU benefit enrollments and changes. This delay is a result of labor contract settlements with non-CSU State employees, which are requiring manual processing by the State Controller's Office. This has resulted in many of our employees' documents not being processed in a timely manner. Should you experience a delay in the establishment or change of your health, dental, or vision coverage, please notify the Payroll and Benefits office at x6435. We will be working directly with the State Controller's Office and the benefit agencies to establish your coverage as quickly as possible.
To ensure your coverage has been established appropriately, you may check the status of your benefits by reviewing deductions on your check stubs each month. Deductions may also be viewed online through the Chico State Connection Portal under the State Employee Page. The Payroll & Compensation Information has a link to View Paycheck History. This link will take you to Paycheck Selection where you can pick the paycheck you would like to review. Clicking on the pay period will bring up your deductions for that pay period. Deductions that are listed indicate that the State Controller's Office has processed the documents for those benefits. If you expect a deduction, but one does not appear, please contact Payroll and Benefits at x6435.
