Subject: Revisions to EM 87-006, Policy on Naming University Properties and Programs and Memorial Construction; Superceded by EM 08-026.

On the recommendation of the Academic Senate, I approve the following Policy and Procedure to Establish Honorary Names to Properties, Programs, and Facilities, effective immediately.

POLICY AND PROCEDURE TO ESTABLISH HONORARY NAMES TOPROPERTIES, PROGRAMS, AND FACILITIES

Purpose

This document outlines policy for establishing honorary names to university properties, programs, and facilities and provides the procedure for submitting a proposed name. This policy is consistent with the Board of Trustees revised policy approved on January 25, 1995 on naming CSU facilities and properties.

Definitions

Major properties, programs, and facilities: those highly visible to the public such as university land reserves, buildings, major centers of activity, or major or multi- campus programs or facilities.

Minor properties, programs, and facilities: those moderately visible to the public such as roads, portions of buildings, small outdoor areas, single-campus programs, temporary facilities, laboratories or areas within a laboratory, collections, and planting of trees and gardens.

Authority

Authority to approve proposals for naming properties, programs, and facilities is as follows:

  • The CSU Board of Trustees retains authority for naming major properties, programs, and facilities
  • The Board of Trustees has delegated authority for naming minor properties, programs, and facilities to the Chancellor who, in turn, has delegated this authority to the President.

In cases where approval by the Board of Trustees or the President is not clear, the Vice President for Business and Administration will assist in determining which level of approval is required.

Evaluation Categories

Naming's for an individual or business/corporate entity in recognition of a gift will be preferred. The practical or aesthetic benefits of the naming to the University or region will be considered.

Waiting Period

Proposals to name university properties, programs, and facilities in honor of an individual who has served the institution in an academic, administrative, or staff capacity will not be made

  • Less than two years after the individual's employment by the University has ended
  • Less than two years after the individual's death.

Procedure

Proposals for naming campus properties, programs, and facilities will be in writing and will be filed with the Vice President for Business and Administration. The proposal must justify the proposed name with such supporting documents as petitions and letters, maps, plans, projected expenses, and a proposed gift amount.

Proposals submitted to the Vice President for Business and Administration will be forwarded to the Cabinet, the Academic Senate, the Associated Students Board of Directors, and the University Advisory Board for their comments. Comments from these bodies will be submitted with the proposal to the Campus Planning Committee for evaluation. The Committee may seek other input or suggest to the propose modifications to the proposal. Proposals will be submitted to the President for final approval. Approved minor naming proposals not requiring CSU Board of Trustees authorization will be implemented following the acquisition of funding. The President is charged with presenting and supporting all other proposals before the CSU Board of Trustees.

Proposals in each of the aforementioned evaluation categories will be evaluated at appropriate levels of campus review.
