Subject: Study Abroad Advisory Committee

STUDY ABROAD ADVISORY COMMITTEE

Upon recommendation of the Academic Senate and the concurrence of the Provost, I approve EM 09-011 which establishes the Study Abroad Advisory Committee.

CSU, Chico has been experiencing increasing demand for study abroad experiences in the past 5-7 years, both from students and faculty. In light of the globalization of higher education, including commitment #7 of the CSU’s Access to Excellence, and EO 998 (Study Abroad Programs, 2007), CSU, Chico needs to develop a systematic and intentional framework for the management of study abroad programs. The Dean of the School of Graduate, International, and Interdisciplinary Studies (GIIS) has been appointed the Senior International Officer (SIO) for CSU, Chico and meets with the other CSU system SIO’s on a regular basis. It would be a logical next-step to establish a standing advisory committee on study abroad to assist the dean in managing and overseeing the growing interest in study abroad programs at CSU, Chico.

Charge

The proposed Study Abroad Advisory Committee has the following functions:

  • Advise the University’s Senior International Officer on international program policy and on matters relating to study abroad.
  • Propose measures to protect the health, safety, and well-being of CSU, Chico students studying abroad and any faculty who may accompany them. (Mandated by EO 998.)
  • Establish appropriate plans and procedures for effectively handling any international emergencies that may affect CSU, Chico students, faculty, or staff while in other countries under the auspices of the university.
  • Develop a policy framework to ensure that all study abroad participants have medical insurance valid in the host country/ies. (Mandated by EO 998.)
  • Create guidelines for proposed faculty-led and direct exchange programs to evaluate appropriateness for their geographic locations, academic quality, feasibility, sustainability, and to prevent redundancies of offerings. Program guidelines should also screen for risk, so that proposed programs do not expose the institution or participants to excessive liability.
  • Propose and implement guidelines for selection of third party providers of study abroad to enhance the university’s offerings where needed. (Mandated by EO 998.)
  • Review appeals by applicants not meeting minimum requirements for a CSU, Chico study abroad program.

Type

The Study Abroad Advisory Committee is a permanent committee as authorized by, and specified in, Article VI, Section 2 of the Constitution of the Academic Senate, CSU, Chico.

Reporting Relationship

The Study Abroad Advisory Committee reports to the Educational Policies and Programs Committee of the Academic Senate. The committee provides a report to EPPC annually in April.

Basic Structure

Membership

  • CSU, Chico’s member of the statewide Academic Council of CSU, International Programs (ACIP)
  • Study Abroad Coordinator (or designee)
  • University Studies Abroad Consortium (USAC) board member (or designee)
  • University Risk Manager (or designee)
  • Three faculty members with relevant international experience, representing three different colleges. Faculty are appointed by the Academic Senate Executive Committee, in consultation with the Provost. Terms of appointment: 3 years (overlapping appointments).
  • Representative of Regional & Continuing Education (Appointed by dean of RCE)
  • Student alumna/us of a campus-affiliated study abroad program, minimum of one semester abroad. Term of appointment: one year. Student member is recommended by Study Abroad Coordinator and appointed by the Senior International Officer of the campus.

Chair

The Senior International Officer of the campus serves as chair of the committee. The Study Abroad Advisory Committee will develop its own operating procedures. The agenda will be set by the chair.

First Meeting

The first meeting of the Study Abroad Advisory Committee will be held during the first two weeks of the fall semester so that the Committee may set the academic year’s agenda and have subcommittees in place by the end of the second week of the semester.

Appointments

Appointments will be made by the end of the spring semester so that Committee members will be ready to serve at the beginning of the first fall semester of their term of appointment.
