Executive Memorandum 04-02, Health and Safety Program; supersedes EM 00-02 |
Background
The California State University Board of Trustees has requested that each campus
department maintain an ongoing safety program. This approach is a campuswide
effort and involves participation from every employee and student. The ultimate
responsibility for developing policies and procedures, conducting and following
up on periodic inspections, and providing training to employees and students
rests with the deans, chairs, and department administrators. This policy affects
every employee and student on the CSU, Chico campus, and every supervisor has
a legal and moral responsibility to provide these basic services to our employees
and students.
The Environmental Health and Safety Office (EHS) coordinates this effort by
assisting departments in developing their safety programs.
In order to disseminate information, provide guidance, and meet regulatory requirements,
a representative from EHS will participate on the Facilities Management and
Services (FMS) Safety Committee, the Risk Management Committee, the Radiation
Safety Committee, the Transportation Safety Committee, and others as appropriate. EHS will also participate in meetings with the Associated Students and other
campus auxiliary organizations.
Policy
Each campus department or functional unit will develop and maintain health and safety policies and procedures. These policies and procedures will be specific to the department or functional unit and cover the following areas:
When an unsafe condition is identified, the area supervisor shall ensure that
corrective measures are taken to abate the unsafe condition. The area supervisor
is also responsible for securing the hazard and ensuring that appropriate departments
are notified. Safety-related repairs will be given the highest priority in the
repair schedules of the departments and FMS. Hazards or activities that pose
a risk to life, or create the potential for serious injury, can be halted by
EHS until the unsafe condition is corrected.
In the event of any significant accident, the accident area or any equipment
associated with the accident shall not be disturbed until EHS has had a chance
to conduct an investigation.
Supervisors shall report employee injuries to Human Resources. Human Resources
will notify EHS for appropriate accident investigation. The CSU, Chico Police
Department and managers of departments or functional units shall notify EHS
of injuries to students or visitors for appropriate accident investigation.
This Executive Memorandum is intended to provide the foundation for a far reaching
and comprehensive Health and Safety Program. EHS is charged with facilitating
efforts to meet this goal. However, it is every campus community members
responsibility to communicate ideas, suggestions, needs, and accomplishments
to make CSU, Chico successful in this endeavor.
