11.30.2005 -One-up Authority

One-up Authority for projects managed by the Office of Sponsored Programs :

During the last Chancellor’s Office audit, one of the findings was “one-up authority.” This refers to having someone with authority “one up” from the individual requesting reimbursement authorize the expenditures (check requests, payroll, etc.). For Project Directors this authority has been given to the Office of Sponsored Programs (this means that Project Directors may sign for themselves and the Office of Sponsored Programs will countersign for them providing the one up authorization ). Due to the audit finding, all others authorized to sign expenditures for a project may not sign to reimburse themselves. They must have the Project Director’s signature.

We are sorry for any inconvenience this may cause. In the future, please make sure the project director signs for reimbursement payments to any project personnel. Please contact Gail Hildebrand X6547 if you have any questions or concerns.
