3-12-08 PROCUREMENT Policy Revisions
In response to changes in Federal regulations, the CSU, Chico Research Foundation’s Procurement Policy has been revised. This policy describes the procedures and various forms that are required when procuring goods and services with Foundation funds.
The following changes will affect the procurement of goods and services with Foundation funds. Policy page numbers are included for reference.
1. The procurement process for goods and services has been separated into two categories:
under $10,000. (page 2)
equal to or exceeding $10,000 (page 2-3)
2. Purchases made with grant & contract funds require a Purchase Order Request Form when the cost of any good or set of goods from one vendor will exceed $10,000. (page 3-4)
3. All chemical substances (e.g., chemicals (pure and mixtures), biological products (viruses, bacteria, toxins, fungi, etc.) must be secured using a Purchase Order Request Form. (page 2 & 6)
4. All purchases for radioactive material must be accompanied by an Authorization to Purchase or Accept Radioactive Materials or Radiation Producing Devices form signed by the Radiation Safety Officer for the campus. (page 2 & 6)
5. Orders for materials, supplies and equipment must be sent to a campus address and may not be shipped to a personal address. (page 2 & 6)
6. An additional provision has been added for procurements made with funds from a Sponsored Agreement. Procurements made with federal funds will require that the bidder certify that they are not presently suspended or debarred from doing business with the Federal government. (page 4)
7. Purchases made from Enterprise or General Fund Accounts require a Purchase Order Request Form when the cost of any good or set of goods from one vendor will exceed $10,000. (page 6)
