June 29, 2009 PD Advisory-Foundation Purchase Orders - New Form/Procedure
In order to comply with federal regulations, new procedures for processing Research and University Foundation purchase orders will be implemented on July 1st.
The new form and instructions are available on the Research and Sponsored Programs Web site.
The new procedures include some significant changes:
The Purchase Order Request (PO Request) forms have been revised:
1. Research Foundation form
2. University Foundation form
The Purchase Order Request Form must be completed electronically and emailed to fdnporeq@csuchico.edu. Paper copies of the PO Request will no longer be accepted.
PO Request approval will be emailed to the initiator, who will print a hard copy, obtain all required signatures, and return the form (signed forms may be faxed) along with any required forms to the appropriate Foundation office for processing.
Upon acceptance of Foundation Purchase Orders, vendors agree to its Terms and Conditions located at (link).
Please note: In addition to the requirements for competitive bidding,
—the purchase of any good, or set of goods from one vendor, the cost of which will equal or exceed $10,000 must be secured using a PO Request form and be approved in advance by an authorized representative of the Foundation, and
—the purchase of services from an established business entity, e.g., with a Federal Tax Identification (FEIN#), which will equal or exceed $10,000 requires advance approval by an authorized representative of the Foundation prior to the dates the services will be performed. The PO Request form should be completed and submitted to the appropriate Foundation office for approval.
