The Rubric for Online Instruction (ROI) was a tool used to create or evaluate the design of a fully online or blended course, and was used at CSU Chico from 2003 to 2014. The rubric was designed to answer the question, "What does high-quality online instruction look like?" It was developed by a thoughtful committee of our own Chico faculty, administrators, staff and students.
Since 2014, we have used the CSU Chancellor's Office instrument called Quality Online Learning and Teaching (QOLT). Chico's Rubric for Online Learning and Teaching is one of the instruments they evaluated before creating the QOLT instrument. They also looked at Quality Matters and a couple of others. The new instrument is very comprehensive and appropriate for use in today's many fully online courses and hybrid courses. QOLT contains 9 sections with 54 objectives. It provides guidance and feedback to instructors. In addition, QOLT now includes an optional section on Mobile Platform Readiness.
The QOLT instrument can be applied to any course with online elements, from fully online to hybrid. It represents a developmental process for online course design rather than a guide to make curriculum or technology choices. It was constructed to promote course assessment based on CSU-wide expectations, to guide course redesign using instructional design principles, and to recognize instructors who have developed expertise in online instruction.
This site showcases examples of high-quality courses, each of which have received the Exemplary Online Instruction award based on Chico's program of high quality and awarded by the CSU, Chico Center for Excellence in Learning and Teaching (CELT) during their annual conference. The Exemplary Online Instruction (EOI) pages underscore CSU, Chico's commitment to high-quality learning environments and its support and recognition of the faculty members who create them.
