THE CONSTITUTION OF THE STAFF COUNCIL

OF

CALIFORNIA STATE UNIVERSITY, CHICO

(as revised December 12, 1979)

 

 

                                                          ARTICLE I

 

                                                Name of Organization

 

The name of the body of staff employees, hereinafter referred to as Staff, or staff employees at California State University, Chico, shall be the Staff Council, hereinafter referred to as the Council or Staff Council.

 

ARTICLE II

 

Purpose

 

Section 1.    Within the framework of California State Law, rules and policies of the Trustees of the California State University and Colleges, the provisions for Collective Bargaining and of the President of California State University, Chico, applicable to staff members, the Staff Council is an official organization of California State University, Chico, constituted to provide effective representation and deliberation for staff employees of the University on matters outside the scope of Collective Bargaining which are of interest to the staff employees and the University.

 

Section 2.    The Staff Council shall receive and evaluate suggestions and proposals
submitted in writing by staff employees relating to matters outside the scope of Collective Bargaining.

 

Section 3.    The Staff Council shall serve as one of the mediums of communication for and between the staff employees, the administration, faculty and students of the University on matters outside the scope of Collective Bargaining.

 

Section 4.    The Staff Council shall consider, propose and undertake programs and projects                  falling outside the scope of Collective Bargaining designed to benefit the staff                           employees and the University.

 

Section 5.    It shall be the duty and responsibility of the Staff Council to present through proper channels to the Trustees of the California State University and Colleges any appropriate recommendations relating to, but not limited to, those matters referred to in Article II, Sections 1, 2, 3, 4, and 5. Such recommendations may ask for amendment to or elimination of any law, code section, regulation or policy of interest to the staff.


ARTICLE III

 

Amendments

 

Section 1.    Amendments to this Constitution may be proposed by:

          A.       A two-thirds vote of the Staff Council.

          B.      A petition signed by not less than ten percent of the staff employees.

          C.      The President of the University following his determination that some portion(s) of the Constitution are at variance with California State Law or the adopted rules and policies of the Trustees of the California State University and Colleges.

 

Section 2.    Amendments proposed pursuant to Article III, Section 1, of this Constitution shall require approval of a majority of staff employees casting ballots, by the President of California State University, Chico.

 

Section 3.    Proposals for amendments must be made available to the staff employees at                          least ten working days before they are voted upon.

 

 

ARTICLE IV

 

Initiation, Consultation and Advisement

 

The Staff Council, the administration, the faculty and the students may each, at their discretion, seek advice and consultation or initiate proposals for the consideration of the others on issues falling outside the scope of Collective Bargaining.
