Purpose

The purpose of this procedure is to provide the highest degree of security possible for our students, faculty, staff, and guests and to safeguard the property of California State University, Chico and the personal property of those who work and study at CSU, Chico.

Responsibility

The primary responsibility and final approval for the security of campus buildings and the maintenance of the Card Access System rests with the University Police Department (UPD), which is responsible for running the Card Access System.

Note: UPD Card Access is not responsible for issuing Wildcat ID Cards. Wildcat ID Cards are issued by the Wildcat Card Office (SSC 190).

Responsibilities for All Card Holders:

  • Never loan ID cards or  use another person’s ID for card access
  • Never prop open doors
  • Never admit unauthorized people into buildings
  • Report a lost or stolen ID as soon as possible to UPD at 530-898-5555
  • Follow all rules and regulations of the University when accessing a facility after regular hours of operation

Responsibilities for Department Authorized Signers:

  • Complete and sign Card Access Authorization forms
  • Maintain accurate records of card access requests
  • Inform UPD Card Access of any necessary changes to staff, faculty, and students' card access at 530-898-5373 or via e-mail
  • Promptly report separation of staff and faculty through ANSE forms

Responsibilities for UPD Card Access Administrators:

  • Program scheduled locking and unlocking of all buildings and rooms with card access
  • Program new and existing card access
  • Respond to card access and scheduling requests as quickly as possible
  • Provide reports of card access when requested by authorized personnel

Card Access Request Procedure

Requests for New Card Access

Requests for new card access should be:

  • Made in writing by filling out a Card Access Authorization form and are only honored when approved by an authorized signer
  • Made at least one week prior to the card access start date, when possible
  • Submitted to UPD Card Access, Zip 133, via campus mail or dropped off at Yuba Hall

Requests for blank Card Access Authorization forms can be made by e-mailing cardaccess@csuchico.edu. Please provide the number of blank forms you will need, campus zip, and department. These forms can be sent via campus mail or picked up at Yuba Hall.

When requesting card access, you must specify on the Card Access Authorization form:

  • First and last name of the person who needs card access
  • Department
  • Wildcat Card number
    • This is NOT the faculty or student ID number; it is located back, right-hand side of the ID card, as shown below:
  • Building and room number where card access is needed
  • Access start date
  • Access end date
    • If the person is faculty or staff, an expiration date is not required
    • An expiration date is required for students, vendors, and contractors
      • If no expiration date is listed, an expiration date that reflects the end of the academic year will automatically be generated
    • Days and times that the card access should be limited to, if applicable
      • Please note that restricting access to specific days and times requires limited resources; such restrictions will be evaluated before being applied
    • Name (printed) and signature of the authorized signer

Each request will be reviewed by UPD with the respect to security, urgency, and purpose.

You will receive a notification via e-mail once your card access request has been processed.

Requests for Changes to Existing Card Access

Requests for changes to existing card access must be made by an authorized signer and can be sent via e-mail to cardaccess@csuchico.edu.

These requests include, but are not limited to:

  • Card access to additional rooms/buildings
  • Extension of an expiration date
  • Removal of card access
  • Renewal of an expired card access
  • Changes in name or Wildcat Card number

In the e-mail you must specify:

  • First and last name of the person who needs card access
  • Department
  • Wildcat Card number
  • Building and room number where card access is needed
  • Access start date
  • Access end date
    • If the person is faculty or staff, an expiration date is not required

Temporary Card Access IDs

Under certain circumstances, temporary card access IDs may be granted to outside vendors and contractors. UPD Card Access does not issue these access cards; they must be purchased at the Wildcat Card Office (SSC 190).

Once an ID has been obtained from the Wildcat ID Office, the Card Access Request procedure as defined above must be followed.

All ID cards must be returned back to the department they were issued by when the event, job, or contract has been completed.

Lost or stolen Wildcat IDs

Lost or stolen Wildcat ID Cards must be reported to UPD via e-mail, in person, or by calling 530-898-5555 as soon as possible. Inform the dispatcher that your ID has been lost or stolen so the appropriate action can be taken in deactivating your ID card.

Replacement of a lost or stolen Wildcat ID Card will be handled through the Wildcat Card Office (SSC 190).

Once you are issued a new ID card with a new Wildcat Card number, contact UPD Card Access at 530-898-5373 or send an e-mail to cardaccess@csuchico.edu with your name and new Wildcat card number.

Broken/Worn-Out ID Cards

Wildcat ID Cards may wear out over time or become demagnetized and will no longer work for card access. Replacement of a broken or worn-out Wildcat ID Card will be handled through the Wildcat Card Office (SSC 190).

If you are issued a new Wildcat Card number, contact UPD Card Access at 530-898-5373 or send an e-mail to cardaccess@csuchico.edu with your name and new Wildcat card number.

Reporting a Problem

Problems with card access should be reported to UPD Card Access at 530-898-5373 or via e-mail at cardaccess@csuchico.edu.

When reporting a problem please provide the following information:

  • Name and Wildcat Card number of the cardholder experiencing the problem
  • Building and room number where the problem has occurred
  • Nature of the problem
  • Time and date the problem was noticed

What is card access?

Card access supplements key access to a building or area within a building by allowing students, staff, and faculty to use their Chico State Wildcat ID Cards to gain entry to doors equipped with card access.

The Card Access System also programs the scheduled locking and unlocking of all buildings equipped with card access.

How do I get card access?

How do I schedule a room or building to be unlocked outside of the normal academic hours?

Reservations of buildings and rooms for after-hour or weekend events are managed by Facilities Reservations & Event Planning. For more information, please contact Facilities Reservations at 530-898-6118.

What do I do if a door that is scheduled to be unlocked is locked?

If this occurs Monday-Friday between the hours of 8:00 a.m. - 5:00 p.m., please call UPD Card Access at 530-898-5373. If this occurs outside of these hours, please call UPD Dispatch at 530-898-5555.
