Report from Bicycle Ridding Policy Subcommittee: Leslie Deniz reported that she had forwarded the Bicycle Riding Subcommittee's recommendations to the Cabinet. She thanked all who were involved in the process. Facilities Planning and City of Chico - Meetings regarding development of the proposed parking structure and transit center at 2nd and Salem Streets: Greg Francis reported that he and several University employees have been meeting with the City regarding the development of a parking structure and transit center at 2nd and Salem Streets. The meetings have been positive; they all see the need for jointly conducting a transportation study. The student's ballot initiative regarding the sales of parking permits solely to those living further than one mile from the campus needs to be addressed further. Mark Stemen reported that the map the students devised is completed and he will bring it to the next meeting. Students were unrepresented at this meeting (due to spring break) and this issue will be discussed further at the next meeting. In the meantime, today's attendees talked about the importance of being able to discuss this issue in depth and allowing students to come up with a viable plan that can be taken to the cabinet. Ken Sator brought up the issue of being able to look at things like enrollment as this initiative is studied further, as well as the purpose behind the proposal. Is it to be environmentally conscious? We also need to look at the affects on faculty and staff as well as those of students. Brian Oppy reminded Ken Sator that when the issue of faculty and staff is addressed, we need to look at the bargaining unit contracts as well. It was also suggested that as a committee, it needs to be determined whether or not to be supportive of the student's initiative. The students have shown they are buying into the parking issues the campus faces. Now they are looking for a commitment from the University administration for recognition and leadership, as well as this committee for guidance and assistance. Stephanie Yule talked about the students being a stronger voice than the committee. The committee may be there to help them, but there is so much more value to having the students take the issue to the Cabinet, Faculty Senate, etc. Mark Stemen said he believes there are faculty who are supportive of the student's initiative and that policy-wise, the students need their help to get this initiative to the next level. He also stated that there needs to be a philosophical discussion on the big picture of parking and transportation. Greg Francis agreed. An integrated approach is needed in dealing with transportation to and from the University as well as parking. We need to support alternative means such as buses, bicycles, and pedestrians and make a concerted effort to offer these alternatives. The integrated approach should (and does) include the City of Chico (e.g. we don't have a bus program, but they do and we use their buses by offering free rides to all students, faculty and staff.) Brian Oppy said he believes CSU, Chico has the infrastructure for people to find alternative methods of transportation. What we don't have yet is the plan for selling it. What is the right venue for these ideas? Chief Deniz said this is the venue, the Transportation Committee, the meetings she and other campus administrators are having with the City, the student body, Housing, all should be represented and involved. The next meeting should include input from students regarding the issue of denying parking permits to those that live within a mile of the university. Adam Dondro will be invited to speak about administering the program. Deborah Furgason will send him an email asking that he be prepared to further discuss the matter. Greg Francis suggested that this committee could put something together on paper as a proposal to be reviewed by various campus groups such as the Academic Senate, prior to being presented to the President or Cabinet, in an effort to find out if there is campus support for the proposal. Stephanie Yule agreed and added that we want to show the entire package, that it has to be more comprehensive before formal presentation. She believes the committee can guide the students through the process, assisting them with the work that needs to be done, but, ultimately, they should be driving this initiative so we are able to present what the students really want. Chief Deniz is going to invite other key people from campus to the next meeting, including representatives from Enrollment Management, Housing, Finance, and Staff Council. Greg Francis is going to check with KAKU about getting the finalized parking study report available by the next meeting.
