Spring 2004 Bicycle Parking Survey - Glennda Morse

Glennda Morse explained how the bicycle parking survey is done.  They go to all the bike racks on a day early in each semester between 9:30 and 10:30 am which is the busiest time on campus.  They count the number of bikes in each stall in each designated area. The numbers are recorded and compiled. At the same time they look at broken stalls, bent or missing stalls, racks that are unattached, number of stalls in designated areas, etc. and all of these issues are addressed as soon as possible.  The Spring 2004 survey was passed out to members for comment.

Brian Oppy inquired as to whether consideration has been given to the changing needs over the years, e.g. size, number of bikes, etc. Glennda advised that they most definitely are, especially as stalls need to be replaced or added, they have opted for larger racks of superior quality requiring quite an investment.  The Bicycle Parking Survey for Spring 2004 is available through University Police (contact Deborah Furgason 898-6541 or FMS 898-6222.)

Bicycle Riding on Campus - Leslie Deniz

Chief Deniz talked about the numerous complaints and growing concern from various parties about the bike riding that continues on campus.  There are many more complaints made to both the University Police and Environmental Health & Safety about the speed of bicyclists who ride in the outer core of campus, the enforcement issues pertaining to those who violate the “no riding on inner core of campus” rule, and the times of day bike riding is permitted on campus. Chief Deniz recommended the committtee support the notion of prohibiting bike riding 24 hours a day, 7 days a week, as well as changing the core campus area to include Normal, Chestnut and Hazel Streets. As the campus community has grown, there is more congestion, etc.

Brian proposed the campus look at designating a bike trail area through campus.  It was suggested that CSUC is not a bike friendly campus in spite of our parking/transportation issues.  Discussion proceeded regarding this issue and ideas were shared about other bike-friendly campuses as well as the efforts the campus has made in the past which did not combat the number of bike-related accidents. Greg Francis talked about how the north/south routes alongside campus have been improved over the years, however the east/west routes are still lacking.

It was decided that Chief Deniz, Glennda Morse and Stephanie Yule would attempt to contact officials from the City of Chico to discuss the possibility of including bike lanes along 2nd Street.

Advisory Measure:  Parking & Alternative Transportation - Students Diana Rector and Erin Galiger

Diana Rector and Erin Galiger, students from last semester's Environmental Studies class, presented the two advisory measures put on the Spring 2004 ballot in which students overwhelmingly approved the recommendation that the University sell general parking permits only to students living more than one mile from the center of campus with the exception of handicapped, disabled, and pregnant students (70.38% to 29.62%.)  Furthermore, they recommended the AS encourage the City of Chico to increase bus service within one mile of the campus, as well as expand the number of bike lanes (84.86% to 15.14%.)

The group discussed these issues with the students and expressed concerns such as how the university is to determine where a student really lives and how to deal with students who purchase permits during the summer before they even know where they'll be living.  It was suggested that the AS look into how other campuses who have adopted similar policies (e.g. UC Berkeley) handle these issues. Annie said she would contact Adam Dondro (AS President) and keep him informed of issues discussed during this meeting, as well as requesting follow-up from the AS.

AlterNetRides - Yvette Zuniga

Yvette reported the AS now has an internet connection to a program called AlterNetRides through their Information Center home page.  It is similar to a manual ride board, however it is on line.  Other CSUs and UCs are using it, as well as cities and regions throughout the country.  This service has only just been adopted and the AS will be doing more marketing of the program as the semester gets underway.
