Citations Parking Management Bureau (PMB) PMB Contact Information - If you wish to appeal a citation, you may obtain the appropriate form from the University Police Department in Yuba Hall ( northeast corner of 2nd & Normal Streets). Procedure for Appealing a Parking CitationFIRST LEVEL REVIEW The First Level Initial Review is the first step in the parking citation appeal process. To initiate a First Level Initial Review you may obtain a Parking Citation Appeal form from the California State Unversity, Chico Police Department (CSUC PD) or Parking Management Bureau . This form must be completed and returned to CSUC PD no later than 21 calendar days from the date the citation was issued. The appeal will initially be reviewed by a CSUC PD supervisor and will focus on the issue of whether or not there was a clear error on the part of the issuing officer. You will be notified of the determination by mail. SECOND LEVEL ADMINISTRATIVE REVIEW HEARING If you are dissatisfied with the result of the First Level Initial Review, you may request an Administrative Review Hearing. The request must be made no later than 21 calendar days following the date the First Level Initial Review decision is postmarked. The Administrative Review is conducted by an Administrative Review Hearing Officer employed through Parking Management Bureau. The review can be conducted by mail, telephone or in person. To schedule an Administrative Review Hearing, contact Parking Management Bureau . JUDICIAL REVIEW There are no provisions under law to conduct administrative reviews or administrative hearings if statutory time limits for filing appeals are not met. If the time frame outlined above are not met, all parking penalties and late fees must be paid. There is no appeal if your review is late.
