PORTFOLIO CONTENTS CHECKLIST OF COMPETENCIES

Each of the following competencies describes a standard of skill and knowledge for LMT Services Credential candidates, required by the California Commission on Teacher Credentialing. This list corresponds to the standards and competencies in the our Brief Checklist of Graduate-level Coursework. Your use of these two lists will help us to assure that you clearly understand, and are able to meet, each competency standard. 

Your portfolio will be periodically reviewed during meetings with the LMT Services Credential Program Coordinator. Please be sure to make use of this list as a guide to the organization of your portfolio so that it is easy to find the evidence of your competence. Make use of this list to indicate the titles of items in your portfolio, under each item, that serve to document your accomplishment of the competency standards. As available, add applicable notes of experiences, seminars, staff development sessions, or other courses that have contributed to your competence.

A. Information Specialist

1. Develop and implement a policy and procedure for the selection of resources. 

2. Assess, develop and evaluate the collection in terms of curriculum needs.

3. Assess emerging technologies for applications to the instructional program.

4. Involve school community in selecting, using and evaluating resources, technology and facilities.

B. Instructional Leader

1. Apply current instructional design models to the development of curriculum, instruction and learning.

2. Assess the effectiveness of curriculum design and development at classroom, department/grade, school and district levels.

3. Plan and implement staff development activities to increase teacher competence in using a systematic instructional development process to design, develop, produce, implement and evaluate instructional units, lessons and activities related to school library media resources and technology.

4. Collaborate with teachers in integrating instructional resources, including core literature, into the development of instruction and learning across the curriculum areas.

C. Teacher

1. Plan and teach cooperatively with teachers in all curricular areas using appropriate instructional strategies, activities and resources which motivate students' interest and develop a positive attitude toward the use of information.

2. Integrate the use of information skills and a variety of types of literature into all curricular areas in order to assist students in developing a systematic mode of inquiry in locating and using ideas and information.

3. Work cooperatively with teachers to plan , develop and teach, using literature-based instruction in all curricular areas. 

4. Use a variety of instructional methods with different user groups and demonstrate effective production, use and integration of media and technologies into the curriculum, including graphic, photographic media, display graphics, and video , instructional materials, computer programs, telecommunications and distance learning.

5. Motivate and guide students in the development of reading, listening and viewing competencies and enjoyment of literature, including critical thinking skills for lifelong learning.

D. Administrative Leadership

1. Develop short and long-range plans with teachers, administrators, and community to meet goals of a comprehensive school library media program, which is integral to the school's educational process.

2. Develop a budget for facilities, personnel, resources and technology that reflects the needs goals, and objectives of the school library media program.

3. Define personnel needs, write job descriptions, identify procedures for securing qualified people, develop personnel competencies and evaluate staff performance.

4. Assess existing and emerging technologies and apply them when appropriate to provide for the efficient management, administration and implementation of an effective school library media program.

5. Establish procedures for evaluating the extent to which program goals and objectives have been achieved.

6. Provide clear understanding of information on the important role of the school library media program and effectively publicize services and resources of the program.

7. Develop plans to promote the role of the school library media program to school community to increase use, ensure adequate financial support, and improve visibility and status of program.



E. Management and Organization

 

1. Allocate budgeted funds based on cooperative planning with an advisory committee which has considered needs, objectives, formulas and state and national standards.

2. Describe adequate facilities and arrange existing facilities to the best advantage based on needs and objectives.

3. Develop procedures for training and evaluating all library media personnel; student assistants and volunteers.

4. Provide policies and procedures for efficient and effective acquisition, cataloging, processing, circulation, storage, maintenance and retrieval of resources and equipment.

5. Plan organization and direction of school media center program by establishing a working structure within which individual library staff members function as a team to carry out assigned responsibilities designed to meet overall goals and objectives.

F. Communication

1. Listen and respond to needs of students, staff and administration.

2. Establish rapport and foster mutual respect with the school community to create a positive attitude among users of the services.

3. Use appropriate and effective oral, written and media based communication techniques for a variety of audiences.

4. Apply appropriate techniques of public relations, communication and group dynamics.

5. Work as an effective team member.

G. Diversity

1. Accept individual differences and be sensitive to cultural heritage, community values, and aspirations of diverse students, teachers and community populations.

2. Select, prepare and use strategies, activities and resources appropriate for diverse population with varying backgrounds, cultures, abilities and interests.

3. Evaluate and modify learning activities based on feedback gained from observation and interaction with students.

H. Human Relationships

1. Work effectively with students and teachers, including those who are different from candidate in ethnicity, culture, gender and language, or socioeconomic background.

2. Understand, appreciate and be sensitive to cultural heritage, community values and individual aspirations of the diverse school community. 

3. Use techniques of group dynamics to encourage individuals to work together effectively.

I. Literature and Literacy

1. Provide well developed and current collection of resources in literature and information in a variety of print and non-print media, which promote interest in reading, viewing, listening and critical thinking.

2. Work with teachers and parents to motivate and promote independent reading, listening and viewing among students as lifelong learners.

3. Work with teachers to integrate literature in all curricular areas.

4. Select, evaluate and recommend quality literature for various age levels by taking one or more courses in literature for children and young adults.

J. Access

1. Establish and use written selection policies and review procedures approved by the governing board that ensure unrestricted access to information and ideas needed in a demographic society, promote intellectual freedom and provide procedures for review and consideration of challenged material.

2. Establish collection development policies which ensure access to a broad range of resources with varying points of view, a variety of formats, levels of difficulty, interests, languages, and ethnic and cultural emphases.

3. Articulate and promote concepts of access including, but not limited to, Library Bill of Rights, Access to Resources and Services in the School Library Media Program (AASL), and Student's Right to Read, in addition to mainstreaming as prescribed by law.

4. Apply and encourage adherence to copyright laws and guidelines and the ethical use of copyrighted materials.

5. Ensure and protect rights of privacy and confidentiality for students and teachers in use of print, non-print, computer materials and all technologies.

6. Identify, select, use and manage technologies that make information and ideas available in a wide variety of formats.

K. Professionalism

1. Identify the role and importance of the school library media program as it relates to the school and other types of libraries and information agencies.

2. Work individually and collectively to advocate and promote opportunities to improve the profession.

3. Engage in continual self-evaluation and self-directed learning for professional growth.

4. Maintain an active interest in and contribute to appropriate local, state, regional and national professional associations and publications.

5. Exhibit ethical behavior and promote intellectual freedom.
