Strategic Enrollment Management Plan

Chico State has developed a campus-wide 3-year Strategic Enrollment Management (SEM) plan to establish goals, objectives, and initiatives that will direct our work in achieving the enrollment levels that are expected from us as an institution in the California State University system.

Plan Development

Through the leadership of the Chico State Enrollment Continuum team, key stakeholders, campus-wide input, and our partnership with EAB, the plan was developed with consideration of multiple factors contributing to the opportunities and challenges we face in the pursuit of our enrollment goals.

What are we striving for?

This Strategic Enrollment Management Plan is focused on achieving the following five goals over the next three years.

Increase annualized California resident FTES by 11% to achieve 14,469.9 for 2027-2028. Multiple objectives, supported by a variety of initiatives, have been developed to help meet this goal. The objectives are as follows:

  • Objective I.A. – Improve undergraduate admit yield rate by 0.6% per year.
  • Objective I.B. – Improve FTIC and transfer Year 1-2 Retention by 5% by 2027-2028.
  • Objective I.C. – Increase average unit acquisition to 14.15 by 2028.
  • Objective I.D. – Develop disaggregated URM enrollment plan by fall 2025.
  • Objective I.E. – Increase fall 2026 FTIC applications by 2.5% over fall 2025.

Grow long-term enrollment pipeline in select California areas through data analysis, marketing, and partnerships. Multiple objectives, supported by a variety of initiatives, have been developed to help meet this goal. The objectives are as follows:

  • Objective II.A. – Develop nine new high school partnerships for Wildcat Guarantee by 2028.
  • Objective II.B. – Increase brand awareness in select areas by 2028 through robust external marketing.
  • Objective II.C. – Establish a comprehensive YoY enrollment data tracking system by 2028 to enable longer term trend analysis and projections.
  • Objective II.D – Establish Transfer-in-Place agreements with regional community colleges to better serve rural students and improve 4-year degree completion in Chico State’s service region.

Double domestic out-of-state enrollment and grow international enrollment by 5% by 2027-2028. Multiple objectives, supported by a variety of initiatives, have been developed to help meet this goal. The objectives are as follows:

  • Objective III.A. – Grow annualized international student enrollment by 5% by 2028.
  • Objective III.B. – Increase annualized domestic undergraduate out-of-state enrollment from 1% to 2% of total headcount by spring 2028.

Grow new student populations through academic innovation. Multiple objectives, supported by a variety of initiatives, have been developed to help meet this goal. The objectives are as follows:

  • Objective IV.A. – Double graduate enrollment in blended programs by 2027-2028.
  • Objective IV.B. – Develop Chico State Online to grow and support online degree programs.
  • Objective IV.C. – Expand opportunities for nursing education through capacity-building and innovative program-building.
  • Objective IV.D. – Develop a strategic plan for graduate enrollment to achieve 10% growth by 2027-2028.

Establish a plan for a robust, student-centered, in-person summer term with a focus on state-supported programs. Multiple objectives, supported by a variety of initiatives, have been developed to help meet this goal. The objectives are as follows:

  • Objective V.A. – Create a 3-year plan to achieve stateside enrollment of 1,000 FTES by 2028, with growth contributed primarily by in-person courses.
