October 20, 2025 - Nondiscrimination Resources and Reminder of Reporting Obligations
Dear Campus Community,
As part of Chico State’s efforts to consistently move toward a more inclusive, welcoming, and safe environment, we are sending this announcement to highlight policies, programs, and resources the University has in place to combat discrimination in all its forms.
CSU Nondiscrimination Policy
There are a number of civil rights laws that prohibit various forms of discrimination, harassment and retaliation (DHR), and the Interim CSU Nondiscrimination Policy (Nondiscrimination Policy) helps guide our campus community and comply with these laws.
Chico State is committed to maintaining an inclusive and equitable community that values diversity and fosters mutual respect. We embrace community differences in Age, Disability (physical or mental), Gender (or sex), Gender Identity (including nonbinary and transgender), Gender Expression, Genetic Information, Marital Status, Medical Condition, Nationality, Race or Ethnicity (including color, caste, or ancestry), Religion (or religious creed), Sexual Orientation, and Veteran or Military Status.
Prohibited Conduct Covered Under the CSU Nondiscrimination Policy:
- Discrimination based on any Protected Status
- Harassment based on any Protected Status
- Sexual Harassment, including hostile environment and quid pro quo (“this for that”)
- Dating Violence, Domestic Violence, Sexual Exploitation, and Stalking
- Sexual Misconduct
- Prohibited Consensual Relationships
- Retaliation for exercising rights under the CSU Nondiscrimination Policy, opposing conduct reasonably believed to be Discrimination or Harassment, or participating, in any manner, in a related investigation or proceeding
Responsible Employee Reporting Requirement
Most students, staff, and faculty are aware that, with few exceptions, all employees (including student employees) are obligated to report certain known or suspected policy violations, including instances of sexual misconduct and other forms of interpersonal violence to the campus Title IX Coordinator/Discrimination, Harassment, and Retaliation Administrator. This message serves as a reminder of the vital bridge that reporting can play in connecting our students and colleagues to the resources available to them. While students do not have a duty to report known or suspected policy violations, all are encouraged to do so that the campus can provide outreach and support to impacted individuals. For more information, please reference the Duty to Report section of the Nondiscrimination Policy.
Required Training
To keep these issues fresh in the minds of our campus community, we have annual training requirements to help ensure that everyone understands Title IX, other civil rights laws and the CSU Nondiscrimination Policy, and the reporting obligations that go along with those laws and policies. Mandatory student training provides the groundwork for our sexual assault and interpersonal violence prevention efforts, while the required employee training works as a complement to our student-centered training. The CSU Chancellor’s Office has published “Myths and Facts About Sexual Misconduct” which highlights and addresses common myths about sexual misconduct.

Support is Available
The Title IX Coordinator’s information also is included in our Notice of Nondiscrimination. The EODR webpage continues to be a great resource for questions related to what processes Chico State has in place to support members of the campus community and investigate complaints under the Nondiscrimination Policy. Contact with the EODR office does not automatically result in an investigation. Supportive Measures are offered, as appropriate and when reasonable available, even if someone does not want to move forward with an investigation.

[Case IQ is the University’s new reporting platform. The University no longer uses Maxient for Title IX/DHR reports]
