Governing Documents and Policies

Statement on Shared Governance and Consultation
Proclaims the principles of shared governance at Chico State, signed by the Chair of the Academic Senate, the Chair of Staff Council, the President of the Associated Students, and the President of the University.

Constitution of the Faculty
Establishes duties and responsibilities for shared governance, and delegates these duties and responsibilities to the Academic Senate. Defines “the Faculty” to include all faculty as defined in the Unit 3 Collective Bargaining Agreement, specifies that the Faculty retain the right to vote in all university units to which they are duly elected or appointed, and explains how the Faculty may initiate recommendations and referendums independently of the Academic Senate.

Academic Senate Constitution
Constitutes the membership of the Academic Senate, Senate Officers, the Executive Committee of the Academic Senate, the two Standing Committees of the Academic Senate (the University Curriculum Committee and Faculty and Student Policies Committee), and Permanent Committees of the University. Defines rules and expectations of meetings of the Academic Senate and Standing Committees, as well as eligibility, terms of office, elections, replacement, impeachment of officers, and recall of members.

Bylaws of the Academic Senate
Identifies Robert’s Rules of Order as the parliamentary authority on all questions not covered in the Academic Senate Constitution and Bylaws, outlines the order of business during meetings of the Academic Senate, and empowers the Executive Committee to prepare draft agendas for all meetings (recognizing that during a meeting the agenda may be modified by two-thirds vote of members, with additional rules for modifying an agenda to add a resolution for consideration). The Bylaws also define elections, replacements, or substitutions of members and officers.

University Policies
Policies are principles put in place to govern university actions, activities, and functions. At Chico State, policies are referred to as Executive memoranda (EMs), and are approved by the President of the University after going through procedures of shared governance. The Trustees of the CSU are the ultimate policy making body of the University, and University policies are subordinate to CSU policies, executive orders, and memoranda.

Faculty Personnel Policies and Procedures (FPPP)
Defines processes for the effective and fair hiring, development, evaluation, retention, and promotion of a high-quality faculty. The FPPP represents Chico State’s local interpretation of the Unit 3 Collective Bargaining Agreement (CBA), which allows individual campuses to govern many local practices in implementing the CBA. The FPPP is composed by the Academic Senate in consultation with the President of the University. The FPPP takes precedence over Department standards and policies. The FPPP is updated annually, and the updated FPPP and a summary of changes made over the last academic year are published by Faculty Affairs.

Propose a change to any of these documents or policies: Request for Action or Consultation. Each document or policy has a different process for amendment, which the Executive Committee will explain to the originator of the proposal.
