Responsible Employees - Duty to Report
Who is a Responsible Employee?
A Responsible Employee is any employee who is not designated as a confidential resource, including student employees and resident advisors (RAs). Confidential resources on campus are aware of their status and include confidential advocates working in Safe Place and certain medical and counseling staff.
Any Responsible Employee who receives information about an incident that may constitute a violation of the Nondiscrimination Policy has a duty to report all known information about the incident promptly to EODR, including the names of the parties involved, even when a person has requested anonymity.
Responsible Employee Toolkit
Our office has created a toolkit with example scenarios and conversation guides to help you understand and navigate your Duty to Report. If you need more help understanding your role, please do not hesitate to reach out to EODR or request a training for you or your team.
Frequently Asked Questions
EODR recognizes that the Duty to Report can be difficult for Responsible Employees at Chico State, however, reporting is vital for EODR to help provide Supportive Measures and resources to individuals on campus that may not feel comfortable asking for help.
The first step for many individuals dealing with issues related to Title IX and DHR is disclosing to someone they trust. If a student or colleague approaches you to talk about something difficult that happened, it shows that they are comfortable and trust you.

Please provide as much of the following information as you reasonably know:
- Names of all known parties involved (Complainant, Respondent, and any witnesses)
- Date, time, and location of alleged incident(s)
- Summary of the incident
- Any other relevant facts
Please remember that it is okay if someone does not share all of the above information with you. You only need to report what you know. We want you to listen, not inquire, so please report only what you know.
Your Duty to Report to EODR does not mean that an investigation automatically takes place. Our outreach to the impacted individual will outline their rights, options, and invite them to meet with us. It is up to the impacted individual to decide whether and how they want to respond to our outreach, if at all. Sometimes, getting someone connected with resources they otherwise did not know were available to them, is all someone was looking for when they disclosed.
Reports also help EODR identify and address any patterns of conduct to keep Chico State a safe educational and employment environment for ALL Wildcats.
