Upcoming Update to Accessible Document Publishing on Webpages

Announced on: Tuesday, Feb. 03, 2026

Web Services is making important updates to how documents will be published on campus websites. Beginning April 1, 2026, website maintainers will no longer be able to upload PDF documents directly to campus websites. This change brings all website editing into alignment with the current web strategy, which already limits file uploads to ensure accessibility in the new design. In the coming months, this same expectation will extend to sites still using the older design, so that all campus web pages follow the same accessibility standards to ensure our digital content meets federal accessibility requirements.

On April 24, 2024, the Department of Justice (DOJ) published a new rule on digital accessibility under Title II of the Americans with Disabilities Act (ADA). This rule requires the University's web content, including academic course content, to be accessible and meet the mandated technical standards by April 24, 2026.

Accessible digital content ensures that students, employees, and members of the public can fully participate in everything Chico State offers. While accessibility has always been part of our values, the updated Title II regulations give us a clear timeline and shared responsibility to make sure our digital spaces meet current standards.

What this does — and does not — mean:

  • Documents will be uploaded by a member of Web Services, and must meet compliance standards before live publishing.
  • Not everyone edits the website, and this change does not affect your ability to request website updates.
  • Faculty and staff may continue to request content updates, including document-related needs, through our support ticket system at no cost.
  • Site maintainers will receive an email to ensure awareness of the change and resources in preparation for the transition date.

Additional guidance, FAQs, and training opportunities will be shared in the coming weeks.
