Campus Security Authorities (CSAs)

Campus Security Authority Overview

Campus Security Authorities (CSAs) are at the core of campus safety under the Clery Act. CSAs are individuals that by virtue of their role with Chico State, are required to take action when crimes are reported to them. The Clery Act defines a Campus Security Authority in the following four ways:

  • A campus police department or a campus security department.
  • Any individuals who have responsibility for campus security but who do not constitute a campus police department or a campus security department.
  • Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.
  • An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline, and campus judicial proceedings. An official is defined as any person who has the authority and the duty to take action or respond to particular issues on behalf of the institution.

If you meet any of the above definitions, you are a Campus Security Authority under the Clery Act.

Campus Security Authority Reporting Responsibilities

As a CSA, when a crime is reported to you, you have a responsibility to provide resources to victims and to promptly report the details of the incident to the University. We encourage immediate reporting of all criminal activity to University Police at 530-898-5555. UPD will ensure that the crime statistic is appropriately classified for Clery Act purposes and will assess whether or not a Timely Warning needs to be issued. If the reporting party does not want to report to University Police, the CSA is still obligated to report the incident to the University Clery Compliance Team through this online portal(opens in new window) or by calling 530-898-6184. CSAs must report in this manner regardless of police involvement. Prompt reporting is vital to campus safety.
