Dr. Kotar is uniquely qualified to be the project evaluator. He has four decades of experience as a science educator. From 2010 through 2017 he co-directed three Improving Teacher Quality projects focused on teacher professional learning and improving science education. Dr. Kotar’s prior project and program development experience includes planning and implementation of Integrated Teacher CORE, a cross-disciplinary, collaborative, experiential program for undergraduate teacher education. He is currently serving as an evaluator and researcher on the U.S. Department of Education funded Chico STEM Connections Collaborative HSI project, conducting an RCT trial of the peer mentoring intervention of the project. Dr. Kotar provides consultation to the PI, Co-PIs, and staff to aid the implementation and improvement of the CEMUR project. He plays a central role in data collection and analysis to facilitate evidence-based decision making and reporting.
