Internet universities and California State University, Chico's national reputation for distance learning are the beneficiaries of Dr. Phyllis Bush's work. In the 1950's, her doctoral studies focused on how television could help people in remote areas profit from university learning experiences.

Dr. Bush came to Chico State in 1957 as a faculty member in Education teaching classes in curriculum and instruction. Later in her career she became associate vice president for academic affairs and dean of learning resources. She led the integration of library, media services, and computer applications to learning and worked to improve opportunities for faculty to develop innovative approaches to instructional design and delivery. She served on the CSU system-wide Commission on Extended Education. Dr. Bush taught in public schools and the U.S. Coast Guard and directed federal improvement of K-12 instructional projects where she was a primary national contributor to the identification of specific objectives for student learning. She was president of the Chico Area Recreation District Board and was Northern California Business and Professional Women's "Woman of the Year" in 1974.

She retired from the University in 1983 and died in 2010 at the age of 88. In her memory, a Phyllis Bush Memorial Fund was established at California State University, Chico.
