Public Service Loan Forgiveness (PSLF) - Employment Certification

Employees who have Federal Student Loans may benefit from the “Limited PSLF Waiver” if submitted by October 2022

In October 2021, the U.S. Department of Education announced a change to the Public Service Loan Forgiveness (PSLF) program rules for a limited time as a result of the COVID-19 national emergency. Millions of non-profit and government employees have federal student loans and may now be eligible for loan forgiveness or additional credit through the limited PSLF waiver. But you need to act fast. The special waiver expires October 31, 2022.

Submit employment certification requests to HR by October 1, 2022, to help you meet the submittal deadline.

For a clear explanation of the program and a simple step-by-step process to determine who is eligible for the program, employees should go to the Federal Student Aid website.

Limited PSLF Waiver Information

If you previously applied for PSLF and were denied because of your loan type, we encourage you to try again. If you previously applied for PSLF, we encourage you to update your employment certification by completing a PSLF form.

To take advantage of the waiver, you need to:

  1. Register for an FSA ID if you don’t already have one: create an account.
  2. If you have Federal Family Education Loans (FFEL), Perkins loans, or other federal student loans including FISL or NDSL, you will need to consolidate your loans into a Direct Consolidation Loan to qualify for PSLF. You can consolidate your loans using the consolidation information.
  3. Submit a PSLF form to certify employment you want credit for through the waiver.
    • It is important to use the appropriate Federal Employer Identification Number (EIN) on your application. Please contact your HR department for the correct EIN.

Just a few minutes of your time may save you thousands of dollars on your student loans. Remember, you need to take the steps necessary to qualify for the Limited PSLF Waiver before October 31, 2022.  Take advantage of the PSLF waiver TODAY!

Program Information

Program information is available on the Department of Education's Federal Student Aid website.

Employment Certification

HR will complete Sections 3 and 4 to verify employment is with a public service organization. Original Employment Certification forms must be submitted to our office. Completed forms will be returned to the employee.

It is the responsibility of the PSLF applicant to submit the application, and all required paperwork, to the U.S. Department of Education in order to qualify for the PSLF Program. The U.S. Department of Education, not the CSU, reviews the applications and makes the determination of eligibility for the PSLF Program.

Tips for form completion:

  • Employer Name: California State University, Chico
  • Employer's EIN/FEIN: email hrsc-front-office@csuchico.edu for the campus' unique EIN for this program.

Submitting your form to HR:

  1. Download the form from the appropriate website. Rather than using the PSLF Tool, instead, complete the form on your computer without the SSN and save it as a PDF file. (You may need to "print" to Adobe PDF or Microsoft Print to PDF.)
  2. Email the PDF to: hrsc-front-office@csuchico.edu
    1. Subject: PSLF Employment Certification Form
    2. Attach the form

Upon HR’s receipt, your form will be processed accordingly.

HR PSLF Return Process:

Your PSLF form will be returned to you via email unless otherwise requested. You should expect to see an email from hrsc-front-office@csuchico.edu with the form attached.

At this time, we are not submitting PSLF forms on behalf of applicants. We apologize for any inconvenience this may cause.

Important: After receiving the completed PSLF form from HR you must add your SSN and signature before submitting it to the requesting agency.
